Fleet Services Manager

Under general direction, oversees fleet services administration and management; oversees asset management/risk management; monitors and manages vehicle maintenance contractors; and, administers fleet services budget for the City of Arlington.

Essential Job Functions:

1. Fleet Services Administration and Management - Ability to oversee management and operation of the fleet division, including planning, directing, managing, coordinating and supervising programs for the acquisition, utilization, repair and replacement of the City's vehicle and equipment fleet; ability to plan, organize, direct and evaluate the activities, programs, budget, and operation of Fleet Services; ability to formulate, implement, and evaluate goals, objectives, and long-range plans; ability to determine and establish priorities; ability to develop, direct and maintain the operation of a computerized system for tracking vehicles and equipment, maintenance, parts inventory, fuel, shop labor, costs, utilization, billing and motor pool operations; ability to order fuel, monitor fuel costs and fuel budget; ability to coordinate repairs and inspect fueling stations and dispensers as necessary; ability to comply with federal, state, and local environmental regulations pertaining to vehicles, fueling and shop facilities; ability to operate a centralized motor pool and departmental sub-pools to minimize the size of the fleet and the number of permanent assignments; ability to conduct utilization studies and annual utilization reviews for each class of vehicle, recommend reassignments, rotations, or other actions as necessary to right-size the City's fleets; ability to coordinate outsourced services and service contracts, including body work repairs and maintenance of specialized equipment; ability to make recommendations to and receive feedback from departmental to optimize customer service and accountability; and, ability to develop complex analyses and reports pertaining to Fleet Services and give presentations.

2. Asset Management / Risk Management - Ability to oversee authority for management of fleet assets, including review of all accident and incident reports and maintenance of the citywide fleet asset list; ability to review and approve all fleet purchases, including review of staff reports and specifications prior to purchase; ability to assist departments in developing specifications; ability to make recommendations on the size and composition of the fleet and establishment of replacement and utilization criteria; ability to make replacement decisions and monitor vehicle disposal program; ability to coordinate disposal of surplus vehicles promptly after replacement for the most attractive price available through sales, auction, or trade-in; ability to evaluate vehicle and equipment needs of various users; ability to assess automotive market data and keep up to date with industry trends; ability to monitor impact of technological and regional transportation developments to meet City goals and user needs; ability to coordinate with departments to monitor the City's vehicle and equipment assets; ability to reconcile maintenance/repair with reported accidents and notify department directors if accident/incident forms are not submitted in a timely manner; ability to control vehicle and equipment abuse and provide for the safety of the fleet; and, ability to evaluate the condition of the fleet on an ongoing basis.

3. Monitoring and Managing Vehicle Maintenance Contractors - Ability to administer contracts with fleet maintenance providers; ability to monitor and administer contracts, including acting as first line decision point of contact for determination of target and non-target costs and categories, sampling work orders at each shop, measuring performance against contract performance standards, resolving disputes, and processing contractor invoices; ability to monitor daily down log and work with contractors to minimize downtime; ability to establish repair priorities; ability to monitor preventative maintenance schedules; ability to conduct scheduled and unscheduled inspections of contractor operations and maintain documentation to ensure work is done as required; ability to review completed work for quality and compliance with contract standards; and, ability to check the qualifications of the contractor's personnel and quality of facilities, equipment, and financial stability against contract requirements; ability to respond to complaints from departments; and, ability to ensure swift resolution of any disputes.

4. Financial/Budget Management and Administration - Ability to administer Fleet Services budget; ability to prepare annual departmental budget allocations for non-target, fuel charge backs, and maintenance charge backs; ability to prepare, develop, justify and administer the City's replacement fund for vehicle replacement; ability to identify and capture all of the City's costs of owning, operating and maintaining vehicles and equipment; ability to develop rental rates and charge back policy for assessment to City Departments in order to recover the break even costs of operation, maintenance and replacement of City vehicles; ability to plan, monitor, and adjust activities and related expenditures to achieve and maintain cost efficiency.

Minimum Qualifications:

Knowledge, Skills and Abilities Required:

Knowledge of fleet contract administration. Knowledge of technical operations in a vehicle repair program. Knowledge of various local, state and federal fuel regulations and air quality regulations. Knowledge of various fuel applications including gasoline, diesel and alternative fuel sources. Knowledge of municipal budget administration. Knowledge of the business practices applicable to fleet management, including a variety of charge back systems. Knowledge of general principles and practices of fleet management, vehicle maintenance, inventory control, fuel inventory and dispensing operations. Basic knowledge of tools, lubricants and procedures in the repair of a variety of automotive and heavy equipment. Knowledge of and ability to observe and maintain proper safety precautions and procedures. Knowledge of the general and specific provisions of the Vehicle Code and related legal requirements pertaining to vehicles in Texas. Skill in using effective verbal and written communication techniques. Skill in formulating goals and objectives and identifying appropriate activities and/or functions to meet those goals and objectives. Skill in utilizing Microsoft Office and fleet fuel and inventory systems software. Ability to act independently and make sound decisions based on experience and/or judgment. Ability to establish and maintain effective working relationships.

Qualifying Education and Experience:

A Bachelor's degree in business administration, public administration, or related field plus 3 years fleet administration experience or equivalent combination of education and/or experience. Experience in a similar capacity preferred.
