Examination is announced to establish an employment list to fill one (1) current East Jefferson vacancy in the Department of Community Development and future vacancies as they occur.

The purpose of this position is to perform professional level administrative work managing various Community Development funded housing and capital improvement projects from funded stage through final acceptance/closeout stage. Depending on the area of assignment, employees in this classification may apply technical review and analysis to project specifications and development initiatives. Work areas include, but are not limited to, review and analysis of community development projects; reviews proposals for financial and other project feasibility such as environmental, timeliness of completion, and other elements that may impede project completion; working with consultant during contract negotiations; and preparation of accompanying resolutions and agreements. Employees in this classification are responsible for evaluating feasibility and preparing and administering project contracts in a manner to ensure proper use of all associated funding. Position ensures compliance with and adherence to all applicable laws, standards, guidelines, and regulations. Performs related work as directed. Performs related work as required. Position requires driving of a Parish vehicle, thus possession of a valid driver's license and acceptable driving record will be given preference.

Minimum qualifications for admission to examination:

Meets one of the following options: I. Possession of a High School Diploma or equivalent certificate PLUS extensive (approximately 5 years) experience in residential construction as a general contractor, construction superintendent, technical inspector, or reviewer of residential construction plans with significant experience in the negotiation and/or enforcement of contracts.

OR

Possession of an Associate's degree from an accredited college or university in Construction Management or a related field PLUS considerable (approximately 3 years) experience in residential construction as a general contractor, construction superintendent, technical inspector, or reviewer of residential construction plans with significant experience in the negotiation and/or enforcement of contracts.

OR

Possession of a Bachelor's degree from an accredited college or university in Construction Management of a related field PLUS significant (approximately 1 year) experience in residential construction as a general contractor, construction superintendent, technical inspector, or reviewer of residential construction plans with significant experience in the negotiation and/or enforcement of contracts. Related education, experience, and/or professional certification(s) above and beyond the minimum qualifications will be required for consideration of an entrance salary above the minimum rate.

The examination may consist of a written test, a rating of training and experience, an oral panel interview or any combination thereof. Acceptable applicants will be notified of the time, date, and place of any assembled testing. Applicants must supply complete and accurate information concerning their training and experience including a detailed description of their work experience, the names and addresses of all previous employers and the dates of employment. Vacation (Annual Leave): Employees accumulate one half day of paid vacation for every two weeks worked. Leave accrual rates increase with years of service. Any unused annual leave is usually paid upon separation from Parish Employment.

Sick Leave: Employees accumulate one half day of paid sick leave for every two weeks worked. Sick leave is available for personal illness, injury or medical consultations.

Holidays: Nine paid official holidays are observed, plus any holidays declared by Parish Officials.

Life Insurance: All regular employees receive a life insurance policy equal to one year's salary. Extra insurance may be purchased.

Medical Insurance: An HMO medical insurance plan is available for employees and their dependents. Jefferson Parish pays 80% of the premium for employees and 50% of the premiums for dependents.

A Flexible Benefits Plan: Employees have the opportunity to save money by paying for health insurance and optional insurance with pre-tax dollars. A Flexible Savings Account for Medical Expenses and Dependent Care is also available.

Retirement: Most regular employees belong to the Parochial Employees' Retirement System instead of the Social Security System. For employees hired after January 01, 2007, a pension calculated at 3% of salary per year of service is provided upon retirement at age 67 with 7 years of service, age 62 with 10 years of service, or age 55 with 30 years of service.

Tenure Payment: Employees are paid $25 per year of service in December of each year. Employees must have worked two years before the first check is paid.

Deferred Compensation Plan (457b plan): Similar to 401K programs, the 457b Deferred Plan allows employees to defer up to $14,000 of pretax income each year to supplement retirement savings. Pre-tax contributions can be cashed in upon retirement or termination without penalty. This plan is provided by Nationwide Retirement Solutions .

Special leaves of absence for military service, maternity leave, etc. may be granted in accordance with the Personnel Rules.
