Purpose of Announcement
Examination is announced to establish an employment list to fill three (3) current East Jefferson vacancies in the Department of Parkways as well as one (1) current East Jefferson vacancy and one current West Jefferson vacancy in the Department of Streets. This employment list will also be used for future East and West Jefferson vacancies in various Departments as they occur.
Kind of Work
The purpose of this position is to safely and efficiently operate a Large Loader (over 160 hp) to load materials onto trucks, pick up large debris from right of ways, pick up and load concrete barriers, and move large amounts of sand, dirt, and earth materials for storage. Employee performs minor maintenance and servicing of the assigned equipment in accordance with existing safety programs, work standards, and procedures. Besides operating a large front end loader, the operator will be required to inspect and maintain the equipment's tire inflation; oil levels; leaks (oil, fuel, water, etc.); coolant in radiator; lights and signal devices; clear and clean windows, lamp lenses, mirrors; and functioning windshield wipers. May also be required to operate all equipment assigned to lower level Equipment Operators, as well as all equipment assigned to the level of Equipment Operator IV, as assigned by the department. Depending on the assigned vehicles, Equipment Operator IV's may be required to possess a valid Louisiana Standard (Class E), Chauffeur's (Class D), or Commercial (Classes A, B, C) Driver's License in order to perform the tasks associated with the position. This position is also an essential, emergency duty status worker and may not be relieved of duty when the Parish President or his designee recommends a voluntary or mandatory evacuation of Jefferson Parish. Two of the current Parkways vacancies require driving of a Parish vehicle necessitating a Class B license, thus possession of a valid Class B Commercial Driver's License and acceptable driving record will be given preference. One of the current Parkways vacancies require driving of a Parish vehicle necessitating a Class A license, thus possession of a valid Class A Commercial Driver's License and acceptable driving record will be given preference. The current Streets East Jefferson vacancy requires driving of a Parish vehicle necessitating a Class D license, thus possession of a valid Class D Commercial Driver's License and acceptable driving record will be given preference.
Minimum Qualifications For Admission to Examination
Applicants must meet one (1) of the following:
- Verifiable, satisfactory experience operating a Large Loader (160 hp or higher).
- Completion of approved training course in operating a Large Loader (160 hp or higher).
- Current Civil Service employees with Jefferson Parish MUST receive signed verification from an appointing authority of satisfactory, on-the-job training to operate a Large Loader (160 hp or higher).
Copies of licenses and certificates awarded for completion of training should be submitted with application. Related education, experience, and/or professional certification(s) above and beyond the minimum qualifications will be required for consideration of an entrance salary above the minimum rate.

Vacation (Annual Leave): Employees accumulate one half day of paid vacation for every two weeks worked. Leave accrual rates increase with years of service. Any unused annual leave is usually paid upon separation from Parish Employment. Sick Leave: Employees accumulate one half day of paid sick leave for every two weeks worked. Sick leave is available for personal illness, injury or medical consultations. Holidays: Nine paid official holidays are observed, plus any holidays declared by Parish Officials. Life Insurance: All regular employees receive a life insurance policy equal to one year's salary. Extra insurance may be purchased. Medical Insurance: An HMO medical insurance plan is available for employees and their dependents. Jefferson Parish pays 80% of the premium for employees and 50% of the premiums for dependents. A Flexible Benefits Plan: Employees have the opportunity to save money by paying for health insurance and optional insurance with pre-tax dollars. A Flexible Savings Account for Medical Expenses and Dependent Care is also available. Retirement: Most regular employees belong to the Parochial Employees' Retirement System instead of the Social Security System. For employees hired after January 01, 2007, a pension calculated at 3% of salary per year of service is provided upon retirement at age 67 with 7 years of service, age 62 with 10 years of service, or age 55 with 30 years of service. Tenure Payment: Employees are paid $25 per year of service in December of each year. Employees must have worked two years before the first check is paid. Deferred Compensation Plan (457b plan): Similar to 401K programs, the 457b Deferred Plan allows employees to defer up to $14,000 of pretax income each year to supplement retirement savings. Pre-tax contributions can be cashed in upon retirement or termination without penalty. This plan is provided by Nationwide Retirement Solutions . Special leaves of absence for military service, maternity leave, etc. may be granted in accordance with the Personnel Rules.
