Records Management System Administrator

The Iowa Department of Public Safety (DPS) is seeking to fill a Records Management System Administrator position. The mission of DPS is to serve the people of Iowa by providing public safety services with leadership, integrity and professionalism through the core values of courtesy, service and protection. The Department is a statewide law enforcement agency and includes the Administrative Services Division, the Iowa State Patrol, the Iowa Division of Criminal Investigation, the Iowa Division of Narcotics Enforcement, the Iowa State Fire Marshal and the Division of Intelligence. The Department works in conjunction with federal, state and local jurisdictions of the criminal justice community to provide for the safety of persons living in or traveling through the State of Iowa. The RMS Administrator is responsible for overall management of the State of Iowa, Department of Public Safety's Records Management System (RMS) including database management, data analysis and reporting, and management of peripheral systems. This position will act as a liaison between end users and other agencies to implement program changes, updates, corrections, and addresses other system issues as identified. The RMS Administrator is responsible for assessing, proposing, coordinating, and implementing solutions related to hardware and software issues to ensure optimal system performance. Key responsibilities include user management, system configuration, troubleshooting, software implementation, system upgrades, and workflow development. The RMS Administrator is responsible for the administration and oversight of the Records Management System [RMS] for the Department of Public Safety. Acts as the department's data practices designee. Responsible for maintaining the overall performance and reliability of the RMS system. Conducts regular analysis to identify and isolate issues stemming from software, hardware, or user error. Diagnoses and resolves problems to improve system dependability, functionality, and accuracy. User Management Adding, removing, and managing user accounts within the RMS system, ensuring proper access controls and permissions. System Configuration Configuring the RMS system to meet the specific needs of the Department, including setting up workflows, customizing interfaces, and tailoring reports. Maintaining configurations and account privileges for RMS features. Preparing and disseminating change notifications to affected users. Troubleshooting Diagnosing and resolving technical issues with the RMS system, whether related to hardware, software, or connectivity. Serving as a point of contact to resolve inquiries and technical requests. Data Management and Reporting Managing RMS data, including files, libraries, and templates. Developing and improving RMS workflows to streamline design processes. Ensuring the accuracy and integrity of data within the RMS system, including incident records, officer status, and other relevant information. Meet regularly with Department leadership to provide status reports on the RMS systems. Assist in audits of RMS data and provide timely responses. Quality Control Administer system security controls to protect access, integrity, function, and security of system data files. Maintain system logs for procedural accountability. Create policies and procedures for administration of assigned systems. Coordinate the review of error reports and follow up on clearing error report backlogs. Provide feedback to appropriate user(s) to minimize/eliminate future errors. Document and lead the governance board approval process by outlining proposed changes and summarizing potential impacts on relevant agencies. Training and Support Providing training and support to users of the RMS system, helping them to understand how to use it effectively. Receive and evaluate system modification recommendations generated by users to aid in performance of their duties. Maintain assignment and tracking of trainings for onboarding employees for RMS education. The selected candidate must have passed a thorough background investigation conducted by Iowa Department of Public Safety investigators before a final letter of employment offer is delivered. Graduation from an accredited four-year college or university and experience equal to two years of full-time work: operating a multi-job computer; installing, operating and coordinating computer based networks; installing/maintaining database management systems; developing business application processes; developing/operating system programs; installing/maintaining personal computers, Local Area Networks and/or servers; managing operating systems; developing/ delivering information management training; providing Information Technology (IT) customer service; or designing/administering Internet sites; or an equivalent combination of education and experience substituting the completion of an approved curriculum/specialized training program developed and implemented by or in cooperation with state government; or eighteen semester hours of accredited post high school course work in one of the specialty areas listed above; or certification by an authorized educational institution/major computer or software producer in an area directly related to one of the specialty areas listed above, for the required education; or an equivalent combination of education and experience substituting one year of the required experience for thirty semester hours of the required education; or employees with current continuous experience in the state executive branch that includes experience equal to six months of full-time work as an Information Technology Specialist 3.
