Role and market context The Highway & Roads Market Sector Director is a leadership role within HDR's Transportation Strategic Talent Acquisition. In HDR, the Highway & Roads (H&R) market sector is the largest market sector, representing nearly $1B in annual revenue globally. The H&R market sector includes clients that own and operate highways, toll roads, city, town and local roads, and bridge structures. HDR’s primary professional services in the H&R market sector include bridge and highway design, traffic engineering, transportation planning and tolling services. An understanding of H&R clients, their funding and revenue streams, and their governmental structures, is foundational to this role.

Market leadership and business development (approximately 70%)
Staff development (20%)
Support to Operations (10%)
Key responsibilities and focus areas The Market Sector Director will set HDR’s strategy for the H&R market sector in coordination with region and area leadership, support growth initiatives, and develop staff to achieve market goals. The Director will coordinate with the Transportation Business Group leadership, business group leadership, client managers and practice group leaders, and report to the TBG Market Strategy Director. The role involves expanding HDR’s client base outside the US over time and leveraging HDR’s advisory, environmental, strategic communications, facilities and other services.
Business Development Responsibilities
Oversee the creation and implementation of strategic vision and direction for the market sector, coordinating technical and professional services with business group and operations leadership.
Serve as the Client Manager for selected key clients within the market sector.
Engage in selected projects as Principal-In-Charge.
Promote HDR services to clients within the market sector in collaboration with client managers.
Participate as a member of the Transportation Business Group Management Team.
Work with Regional Business Group Directors on area goals and market sector initiatives.
Collaborate with client managers and business development leaders to drive client development and capture processes.
Support area and strategic pursuits through client relationship development and pursuit activities.
Engage in industry associations and serve as a company representative in business and community organizations.
Identify key investments (acquisitions and technology) to maintain HDR’s leadership position.
Monitor marketing capabilities and ensure alignment across departments to achieve goals.
Develop relationships with industry counterparts in other consulting organizations.
Develop and maintain relationships with senior leadership in key client organizations.
Lead strategic partnerships with other firms in the industry, supporting HDR’s growth strategy.
Represent HDR with industry organizations in the US, Canada, EMEA and APAC (e.g., AASHTO, IBTTA, NASTO, SASHTO and others).
Staff Development Responsibilities
Assume responsibility for Global Market Sector P&L in coordination with local area managers and coordinate work-sharing across departments.
Collaborate with business class directors to drive technical excellence and coordinate staff support for projects.
Coordinate staffing and recruiting plans for key hires and assist local leadership with hiring.
Approve key/strategic hires in the market sector.
Participate in Annual Performance Conversations for key market sector leaders.
Support to Operations
Assist Regional Business Group Directors and area managers in delivering professional services for area projects within the market sector; monitor profit and loss and support project delivery and QA/QC program.
Monitor market sector performance indicators (NFE/NFB, profit, unbilled revenue, AR, losses, investments) and facilitate work sharing.
Assist with contract review on key projects to manage risk, staffing, quality, and claims resolution.
Promote Quality Assurance/Quality Control and provide technical expertise to support marketing and project activities.
Facilitate the documentation and dissemination of “lessons learned.”
Qualifications Preferred Qualifications
Minimum 20 years experience in planning/engineering in highway design or bridge design
Professional engineering license or equivalent
Current or past leadership positions within highway/road industry associations including AASHTO, IBTTA and other similar organizations across the globe
Required Qualifications
Bachelor's degree in Engineering or closely related field
A minimum of 12 years industry experience including leadership
Strong written and verbal communication skills
Strong skills in client management, client development and a documented history of growing/leading a practice
Strong business skills; specifically handling budgets, staff and operational issues
Strong ability to analyze the marketplace and strategically position HDR
