Engineering Program Administrator

The mission of the Department of Land and Natural Resources, Engineering Division (ENG), is to provide engineering services and technical assistance to other departmental divisions and state agencies. These services support the implementation of Capital Improvement Program (CIP) and repair and maintenance projects, and the administration of the mineral resources and dam safety programs. The Engineering Program Administrator oversees the Engineering Division within the Department of Land and Natural Resources. This position holds full administrative responsibility, provides strategic leadership, and ensures operational excellence, and performs other duties as assigned. The Engineering Program Administrator oversees the division's programs and functions by providing strategic leadership, developing goals and policies, and determining program priorities. They manage financial operations, including budgeting and legislative engagement, and oversee personnel management, including staffing, training, and performance evaluations. The role involves handling legislative affairs, such as preparing testimonies and recommendations, and testifying before committees when necessary. Additionally, they serve as an advisor to the Chairperson and Board of Land and Natural Resources on division-related matters. To qualify, you must meet all of the following requirements: Legal Authorization to Work Requirement: The State of Hawaii requires all persons seeking employment with the government of the State shall be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States. Professional License Requirement: All applicants MUST POSSESS a valid State of Hawaii Professional Engineer license AT THE TIME OF APPLICATION, as required in the Minimum Qualifications Requirements. Basic Education Requirement: All applicants must meet one of the requirements specified in A, B or C below: A. Graduation from a school of engineering in an accredited college or university; B. Administrative, professional or technical experience involving the application and knowledge of the fundamental physical and mathematical sciences underlying professional engineering including physics, chemistry, mathematics through integral calculus, and engineering sciences such as statics, dynamics, strength of material, thermodynamics, fluid mechanics and engineering drawing and other specialized courses to one of the branches of engineering. Such experience must be substantially equivalent to the knowledge and understanding gained by completion of a college training leading to a bachelor's degree in engineering; or C. A combination of college training in engineering and experience mentioned in B above substantively equivalent to completion of a college training leading to a bachelor's degree in engineering. Engineering Experience Requirement: Four (4) years of progressively responsible professional engineering which requires the knowledge and application of the basic physical and mathematical sciences and the engineering sciences to the solution of theoretical or practical engineering problems. Supervisory or Staff Advisory Experience Requirement: Two (2) years of supervisory or staff advisory experience. Supervisory Experience: Professional engineering experience which included training subordinates, coordinating and assigning workloads, evaluating performance, assisting in difficult and problem areas, and maintaining high standards of work and timely accomplishment of work objectives. Staff Advisory Experience: Professional engineering experience as technical expert in a specialized area or program function performing staff advisory, consultative and/or reviewing the work of a staff of specialists assigned to such activities as long-range planning, research and/or development of specific projects, programs, etc. Administrative Experience Requirement: One (1) year of professional engineering experience which included the planning (including budget planning and justification), organizing, staffing, policy formulation and implementation of same, and directing, a program providing staff services and/or assistance. Substitutions Allowed: Relevant substitutions as described in the Minimum Qualification Requirements will apply. License Requirement: All applicants must possess a valid license, type 3 or higher, to drive in the State of Hawaii.
