Expected Starting Salary Range: $58,141.44 - $75,583.87 Identifies, analyzes, and interprets trends and patterns in complex data sets for specified projects regarding county funded health services, behavioral/mental health, homelessness, and health related program funding. Develops graphs, tables, reports, and presentations to summarize key results and create easy-to-understand visualizations of complex information. Creates and maintains dashboards with some end-user manipulation and data-drilling functionalities. Prepares supporting documentation and presentation materials to accompany the release of reports and dashboards. Provides data and analytic support for Manatee County Government Department of Public Safety. Working Conditions Typical indoor office environment. Sitting for long periods of time, working on computer. Lifting equipment or supplies up to 25 pounds alone and up to 50 pounds with assistance. Position requires visual acuity and depth perception, as well as ability to hear and identify sounds. Occasionally required to work other than normal business hours. Reviews current performance of Manatee County health care systems and county funded programming. Performs complex data analyses that analyzes trends and program forecasting. Monitors strategic performance measurements developed by the Health Services Section. Works with multi-disciplinary teams to develop high quality and meaningful analyses that inform business operations, including care coordination and utilization management. Extracts and cleans data from various sources for reporting and analysis purposes. Creates and maintains reports and dashboards to meet the specific needs of the varying sections, teams, and leadership. Provides insight into trends, values, and attributes that emerge from reports compiled. Effectively communicates findings with senior leaders to support decision-making and policies. Maintains knowledge and understanding of current best practices, trends, laws, and issues affecting area of expertise. Provides guidance on best practices for data collection. Performs other related work (including weather or other extreme emergency duties) as required. Bachelor's degree in Public Health, Health Sciences, Statistics, Biostatistics, Mathematics, Epidemiology or related field. Two (2) or more years of data science/analytics or statistics experience, to include experience with manipulating and transforming data into useful formats, creating data visualizations, cleaning data sets, and database and dashboard management. Experience with healthcare or other health organization preferred. Valid drivers license with Florida drivers license within 30-days of hire. Equivalent combinations of education and experience may be considered. Knowledge, Skills, and Abilities: Able to prioritize tasks, deal effectively with competing and changing priorities, and meet deadlines. Accurate, detail-oriented, and organized. Able to analyze and resolve difficult situations and problems. Good knowledge and understanding of extracting and analyzing large healthcare claims and data using SAS, SQL, Power BI, etc. Good knowledge and understanding of common statistical methods and foundational concepts for producing sound statistical conclusions. Good knowledge and understanding of epidemiology. Good knowledge and understanding of regulatory compliance necessary to successfully perform job duties. Good knowledge and understanding of computer applications and software programs required to perform job duties, including Excel, Power BI, or other data visualization software. Good written and verbal communication skills and interpersonal skills in order to interact professionally and effectively with co-workers, management, and other stakeholders. Able to explain facts, policies, and practices. Capable of working independently with general supervision.
