Senior IT Project Manager
Harris County Housing & Community Development provides life-enhancing projects and programs to residents of Harris County. Our services include spurring community investment through the provision of homebuying programs, partnering with community members and housing developers to build diverse housing options that uplift communities and offer other assistance that support community building. Under general supervision, the Senior IT Project Manager oversees the planning, development, timeline, budget, and scope of IT projects. The Senior IT Project Manager is responsible for the creation, organization, execution, and completion of IT projects including internal software development and support. The Senior IT Project Manager sets deadlines, communicates with stakeholders including internal directors, reports on project statuses, and manages timelines and budgets. The Senior IT Project Manager supports the IT Director in monitoring the efficiency and performance of technology and network systems and ensuring IT operational support functions run smoothly in addition to managing budget and contracts. Duties & Responsibilities: Serves as the primary escalation point for complex IT issues, troubleshooting, general technical support, and policy and procedure developments. Monitors service ticket volumes and trends, provides reports to leadership on key findings, and develops process improvements based on data and performance metrics. Vendor Management: Manages the integration of vendor tasks; tracks and reviews vendor deliverables. Tasks include working with management during the planning and development process, providing support for long-term compliance of IT projects, assisting with defining project scopes and objectives, tracking projects and budgets, and updating data using project management software such as DevOps. Leads internal projects such as SharePoint, website, and plans for all HCD employee trainings and job aids and serves as the liaison for external departments. Provides recommendations for improvements in process and technology to senior leadership. Point of escalation for IT needs and concerns within the department. Resource for resolving IT-related escalations. Collaboration: Works closely with management to create, monitor, and adjust internal processes that further promote efficient project execution as well as collaborates with IT managers to develop detailed implementation plans, project estimates, project schedules, and resource allocation. Ensures adherence to IT processes and quality standards while reviewing project deliverables. Conducts meetings to report on project performance, analytics, and status. Stakeholder Engagement: Serves as the point of contact for all projects, which involves communicating and presenting to project stakeholders, executive management, and other key project personnel to provide regular updates on project status and arising issues. Requirements: Education: Bachelor's degree in Computer Science, Information Technology, Management Information Systems, or a related field. Experience: Five (5) years of progressive work experience in the Information Technology field. Minimum of two (2) years of experience in Project Management (PMP not required). Licensure: Valid Driver's License (Texas upon hire). Knowledge, Skills, and Abilities: Excellent interpersonal and communication skills both written and oral; strong commitment to teamwork and customer service; effective leadership skills and sound judgment when making decisions, recommending alternate approaches, and resolving conflict; flexibility and willingness to adapt to changes depending on the evolving business needs; ability to handle multiple tasks with varying priorities, deadlines, leads, and budget; problem-solver, critical and creative thinker, and strategic planner; good understanding of data governance practices, security/compliance. Preferences: Knowledge of ITIL and SDLC best practices. Familiarity with Microsoft Project, Azure DevOps, or a similar platform. General Information: Position Type, and Typical Hours of Work: Full-Time | Regular Monday - Friday from 8:00 am to 5:00 pm. Hybrid work schedule. Some flexibility with schedule. Occasional extended hours and weekends on occasion. Work Environment: This position is based in an office environment, where the use of computers, phones, scanners, and filing cabinets is routine. The role is predominantly sedentary, involving mainly sitting with occasional standing and walking. The physical demands associated with this job are minimal, with occasional lifting and moving of objects. Ability to lift, carry, and/or push up to 40 lbs. Employment may be contingent on passing a drug screen and meeting other standards.
