Job Title: Transportation Operations Manager

This is professional and administrative work dealing with planning, directing, designing and coordinating the activities of the Transportation Operations section within the Department of Resilience and Public Works to ensure that goals and objectives are accomplished within prescribed time frame and funding parameters. Work involves considerable independent judgment in the application of the principles and practices of planning, directing, designing, and coordinating projects. Supervision may be exercised over professionals in various areas, administrative or support/clerical staff. Work is reviewed for general adherence to established guidelines and procedures. Reports to the department director or designee. Reviews transit project proposals to determine project time frame, funding, procedures required to complete the project, staffing requirements, and allotment of available resources for various phases related to Transit operations and City amenities. Provides some direction and administration oversight on Transportation contractors, including the trolley program, but not limited to. Meets with staff to outline work plans and assign duties, responsibilities, and scope of authority. Conferences with Transit personnel to ensure projects are progressing on time and within budget. Provides on-site project support as required. Conducts comprehensive oversight visits with the City Trolley System contractor as outlined in FDOT Rule 14-90 FAC. Reviews status reports prepared by transit personnel and modifies schedules or plans as required. Prepares transit reports within governmental (i.e. departmental, local, state and federal regulations and legislative) guidelines for the director or designee. Conducts research on past practices, prepares transit reports and provides recommendations. Plans, assigns and reviews the work of professional staff and contractors. Coordinates transit activities in collaboration with other governmental agencies. Prepares diagrams, layouts route maps, and other transit related materials. Prepares reports and presentations based on survey and research findings. Conducts field surveys and inspections. Investigates complaints filed by the general public and /or trolley operators. Performs other related work. Bachelor's degree in Public Administration, Business Administration, Engineering or a closely related field. Four (4) years experience in transportation or transit project management. Two (2) years of supervisory experience. A Valid Driver's License from any state (Equivalent to a State of Florida Class E) may be utilized upon application, (See "Note and Documentation Sections" below). OR An equivalent combination of education and experience beyond a high school diploma or its equivalent and Two (2) years of the required experience mentioned above. If degree/diploma does not reflect the academic major on its face, transcripts indicating degree completion must be submitted. Audit/Academic reports are not accepted as substitutions for college transcripts. To qualify under the equivalency clause, applicant must provide proof of education in one or more of the following applicable forms: copy of college/university transcripts institution, OR any higher accredited degree such as an Associate's, Bachelor's, Master's degree or higher. Valid Driver's License from any state (Equivalent to a State of Florida Class E) may be utilized upon application, however prior to appointment a State of Florida Driver's License (Class E or higher) must be presented to the Department of Human Resources and must be maintained valid through employment Approved Credential Evaluation Agencies: An accredited four-year college or university in the United States, OR A current member of the National Association of Credential Evaluation Services (NACES), OR A current member of the Association of International Credential Evaluators (AICE), OR A recognized Professional Organization It is the applicant's responsibility to ensure that all required documents submitted with the employment application are in a format that is acceptable, clear and legible for eligibility determination or risk being disqualified.
