Planning Analyst

The Office of Legislative Oversight (OLO) provides information, analysis, findings, and recommendations that help the Montgomery County Council fulfill its oversight role. To help fulfill this mission, OLO seeks a Planning Analyst to conduct two roles: Primary responsibilities include: Conducting public policy research, including logically organizing and summarizing large quantities of information; Conducting budget and policy analyses that involve the use of both quantitative and qualitative analysis skills; Establishing effective working relationships with people at different levels within an organization, e.g., senior official, mid-level management, and line staff; Tracking the legislative process for proposed zoning text amendments and bills relative to the built environment (e.g. housing, buildings, parks, neighborhoods and infrastructure); Compiling and analyzing data to describe anticipated impacts by race, ethnicity, income, and geography relative to the built environment; Reviewing research and describing in written and oral communications how the racial origins of land use planning and regulation in the U.S. contribute to current disparities in housing and access to opportunities by race, ethnicity, income, geography, and other outcomes; Reviewing research and describing in written and oral communications best practices and recommendations for advancing racial equity and social justice in zoning and other planning-related proposals; and Preparing racial equity and social justice impact assessments for the Director of the Office of Legislative Oversight's consideration. Secondary responsibilities include: Preparing different types of written reports, e.g., memorandums, executive summaries, research reports; Editing OLO reports and memorandums; Analyzing and presenting analysis of data and information; Developing presentations for diverse stakeholders; Offering data-informed recommendations and policy advice to County-funded agencies and elected officials; Supporting the implementation of the OLO racial equity and social justice action plan; and Attending and participating in Council worksessions. Minimum qualifications: If filled at the Performance Management and Data Analyst I, Grade N21: Experience: Two (2) years of relevant experience performing data analysis and interpretation, program evaluation and/or process improvement in an academic, data administration or business data analytics environment. If filled at the Performance Management and Data Analyst II, Grade N25: Experience: Three (3) years of relevant experience performing data analysis and interpretation, program evaluation and/or process improvement in an academic, data administration or business data analytics environment. All Levels: Education: Graduation from an accredited college or university with a graduate degree in Education: Graduation from an accredited college or university with a Bachelor's Degree in Information Systems, Information Technology, Computer Science, Operations Research, Business Administration, Economics, Public Administration, Public Policy, Management, Finance, Statistics, Engineering or related field. Equivalency: An equivalent combination of education and experience may be substituted. Possession of a graduate degree in one of the above fields may be substituted for one year of the required experience.
