Job Title
This position provides subject matter expertise for the manufacture and condition evaluation of fabricated structural products including but not limited to precast concrete, steel, timber and bridge girders; precast culverts and vaults; precast wall panels and blocks; bearing devices; sign, signal, and lighting structures; structural coatings; etc. The position represents CDOT at manufacturing facilities and has responsibility for acceptance of critical structural components prior to delivery to the construction site; is responsible for inspection and evaluation of fabricator's system and quality control operations. The position decides on the type and degree of inspection, data analysis, and evaluation CDOT will perform before accepting the manufacture of structural products. Your duties and responsibilities will include, but are not limited to, the following: Performing quality assurance inspections, testing, and evaluation of structural products; Reviewing engineering drawings, contract plans, and specifications prior to fabrication for contract compliance; Identifying unacceptable details and work practices for the manufacturer prior to fabrication; Representing CDOT and acting as liaison between the manufacturer and CDOT Project Engineer; Witnessing, monitoring, and evaluating manufacturer's quality control systems, operations, personnel, equipment, and materials testing to assure compliance with procedures and specifications; Working with the manufacturer to resolve issues of non-compliance; Approving, recommending, and evaluating repairs of structural products; Procuring and submitting test samples to CDOT's materials laboratory; Reviewing welding procedures and welder's qualifications for structural steel products; Inspecting finished products for compliance with contract requirements; Accepting products for delivery to CDOT construction sites or providing notice of non-conformance to Staff Bridge, Manufacturer, and CDOT Project Engineer; Performing field inspections, testing, and evaluation of structural components on existing structures; Assisting in maintaining Staff Bridge's fabrication inspection records and files; Assisting in maintaining CDOT's policies, standards, and specifications related to fabricated structural products and AASHTO specifications; Attending training required to obtain and maintain ACI, AWS, and PCI certifications; Performing other duties as assigned or required. Work Environment: Will be required to travel for training and meetings locally and possibly out-of-state to fabrication plants. Required to operate CDOT vehicles. Will be required to work nights, weekends, and holidays for emergency inspections. Occasional overnight travel for work and/or training. Requires a current Colorado driver's license. May be required to work in all weather conditions, including exposure to cold and heat, as well as working near heavy traffic. Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights: Education/Licensure/Certification/Experience: High school diploma or General Education Diploma (GED) Six (6) years of experience in assisting licensed Professional Engineers in civil engineering construction projects and/or in pre-stressed concrete fabrication inspection. Substitution: Additional appropriate education in engineering will substitute for the required experience on a year-for-year basis. Conditions of Employment: Must pass a pre-employment screening which may include social security number trace, criminal records check, public court records check, educational records, and driving records checks. A current valid driver's license is required for all Colorado Department of Transportation (CDOT) positions which require operating a state or personal motor vehicle to perform one or more essential functions of the position. The following certifications will be required within 6 months of hire: ACI (American Concrete Institute) Concrete Field Testing Technician-Grade I certification and PCI (Precast/Pre-stressed Concrete Institute) Quality Control Technician/Inspector Level I & II Certification. Shift work. Preferred Qualifications: Demonstrated success with the duties listed in the Description of the Job section. Highest work/personal ethics and integrity. Extensive experience in precast or pre-stressed concrete fabrication inspection. Experience in road and bridge construction inspection. Expertise in the assembly and erection of precast and prestressed concrete bridge components. Knowledge and experience with CDOT Specifications and Test Methods, AASHTO) Bridge Construction Specifications is beneficial, Precast/Pre-stressed Concrete Institute (PCI) Manuals, CDOT Construction Manual, and CDOT Field Materials Manual. Knowledge and experience in reading and interpreting engineering project plans. Strong mathematical skills. Strong attention to technical detail and accuracy. Excellent reasoning, investigative, analytical, and problem solving skills and ability. Strong interpersonal and relationship building skills. Excellent oral and written communication skills. Ability to work effectively in both independent and team situations. Ability to work under tight deadlines and be adaptable to changing assignments. Ability to take initiative to solve problems in an innovative manner. Ability to work with diverse stakeholders. Strong time and project management skills. Proven ability to manage multiple assignments, priorities, and projects in a demanding environment. Passion for safety. Ability to organize, analyze, and interpret numerical data.
