Grant Manager

A successful candidate will play an active role in the City of College Park's existing operational success. The purpose of this position is to plan, organize, and manage the City's grants programs and administer funding from granting agencies in support of various City projects & programs, and manage applicable Grant's staff. Independent judgment is required to identify, select, and apply the most appropriate of available guidelines and procedures as well as interpret precedents. The Project Engineer/Grant Manager is responsible submission and implementation of all grants in the City of College Park. Key responsibilities include: Developing, writing, administering, and monitoring financial activities of grant-funding opportunities Developing, updating, and implementing policies and procedures relating to grant administration and grant management Utilizing grant management systems as required Researching various media sources to identify grant funding opportunities Processing grant contracts and agreements Determining proposal concepts by identifying and clarifying opportunities and needs Providing financial oversight for the administration of grant funds Conducting mock audits on all grant programs Assisting in the preparation of grant proposals and associated budgets Supervising, directing, and evaluating assigned staff Performing other administrative duties as required Required knowledge, skills, and abilities include: Knowledge of Federal and State grants availability, audit requirements, principles, and procedures of grants administration Knowledge of grant sources, application procedures, proposal requirements, and reporting requirements Knowledge of principles and practices of City financial planning Knowledge of grants administration, principles, and techniques of governmental budgeting, budgetary control, governmental accounting, monitoring, and auditing Knowledge of fundraising principles and practices Excellent analytical, oral, and written communication skills Skills in preparing presentations with graphic design and appropriate layout of information Ability to communicate and coordinate with various operational teams Ability to independently handle multiple work unit priorities and projects Ability to interpret and apply policies and procedures independently Ability to handle information of sensitive and confidential nature in the utmost professional manner Effective analytical and decision-making skills Excellent communication (oral and written), organizational, and time management skills Effective interpersonal skills and ability to work with diverse constituents Attention to detail and adaptability to a changing environment is extremely important as well as dependability Demonstrate a high level of professionalism, initiative, resourcefulness, and personal accountability Moderate physical activity Qualifications: Bachelor's degree required, with specific training in grant writing and grants management; Master's degree preferred Five (5) to seven (7) years of experience Knowledge of municipal operations At least two (2) years of management experience Grants Management Certificate Program (GMCP) training is preferred Certified Grant Management Professional (CGMP) designation is preferred Experience negotiating project agreements and contracts is preferred Federal or local grant management experience is preferred Proficiency in MS Office Suite, as well as knowledge and understanding of the organizational structure, workflow, and operating procedures Extensive hours and weekends will be required at times Pre-employment screening is required: criminal background check and drug testing
