As a staff member of the CWDC, the Grant/Contract Specialist will be the primary staff point of contact for funding contracts, grants, and inter-agency agreements, intra-agency agreements, memorandums of understanding (MOU), NFA’s issued through the CWDC. These funds may be distributed throughout the State of Colorado to Workforce Centers, community-based organizations, departments within CDLE, other State Agencies, and contractors.

This position will coordinate all aspects of these contracts/grants including development of key deliverables, Statements of Work (SOW), and work product for review, developing and managing project plans, invoice review and approvals, tracking spend down of funds, developing and compiling reports related to the use of these funds, ensuring deliverables according to the SOW are met on time and within budget, and ensuring proper closeout is completed as required.

The Grant process has 4 major phases and numerous sub processes which must be followed to ensure compliance with State and or Federal regulations. The 4 phases in Grant Management are Pre-Award, Award, Post Award and Closeout. Each of these phases require extensive collaboration with PCS for things like solicitations, risk assessments, Grant/ Contract Statement of Work (SOW) drafting, Invoice payments, performance evaluation, routine check-ins with the grantees and our contractors, as well as closing out the grants.

This position will also work closely with CDLE’s monitoring teams (financial and programmatic) and ensure any findings are resolved in a timely manner. This position will also be responsible for Project Management training and support as well as coordinating and facilitating all CWDC full staff meetings.

MINIMUM QUALIFICATIONS:

Experience Only:

Six (6) years of relevant experience in an occupation related to the work assigned to this position to include:

Grant Management Experience

Contract Management Experience

Experience establishing Statements of Work and Budget narratives

OR

Education and Experience:

A combination of related education and/or relevant experience in an occupation related to the work assigned equal to six (6) years

Preferred Qualifications:

Project Manager Certification

Experience with Core and Info Advantage

Experience with government purchasing and contracting processes

Experience performing similar duties as a State of Colorado classified employee.

Conditions of Employment:

Must be a Colorado resident at time of application.
