General Description This is a key position responsible for coordination and supervision activities in the City's water design projects. This employee supervises technical and professional engineering staff and coordinates related activities with other City agencies and external agencies involved in water design projects. Work is performed under the direction of the Managing Engineer/Water Design. Related work is performed as required. Typical Work Activities Supervises professional and technical engineering staff in the Design Engineering Units;

Develops, plans, and recommends water system construction, rehabilitation, and maintenance programs under the guidance, direction, or planning of the Managing Engineer;

Recommends policies and procedures to improve the efficiency and economy of operations;

Recommends water system design and alterations to private contractors, consultants, and representatives of other area agencies, using general guidelines and specific directions;

Recommends staff training needs;

Writes technical and non-technical reports and correspondence as required;

Maintains fiscal control of the approved budget as related to assigned projects.

Minimum Qualifications Bachelor's Degree in Civil or Mechanical Engineering; AND

Two years of experience as an engineer in major water system design projects; AND

Two years of supervisory experience in professional engineering design activities.

NOTE: In meeting the requirements of experience as an engineer in major water system construction projects may be substituted for design experience on a year-for-year basis for up to one year. Acceptable supervisory experience may be exampled by responsibility for supervision of professional and technical engineering, design staff, and concurrent coordination with internal and external agencies. SPECIAL REQUIREMENTS: Possession of a New York Professional Engineer's License is required at the time of appointment.

Possession of a New York State Class D operators license is required at the time of appointment.

Exam Information Scopes/Subjects of Examination: A test designed to evaluate knowledge, skills and/or abilities in the following areas. Preparing Written Material: These questions test for the ability to present information clearly and accurately, and to organize paragraphs logically and comprehensibly. For some questions, you will be given information in two or three sentences followed by four restatements of the information. You must then choose the best version. For other questions, you will be given paragraphs with their sentences out of order. You must then choose, from four suggestions, the best order for the sentences. Principles and Practices of Sanitary Engineering as Related to Water Supply, Treatment and Distribution: These questions test for knowledge of the principles and practices of sanitary engineering involved in water supply, treatment, and distribution processes, and may include such areas as the design, analysis, installation, upgrading, and maintenance of water supply and distribution systems; and water treatment plant operations, processes, equipment, and maintenance. Understanding and Interpreting Construction Plans, Specifications, and Estimates: These questions test for the ability to read, understand, and analyze construction plans and specifications; and for the ability to calculate material and cost estimates. Methods, Materials, and Equipment Used in the Construction and Maintenance of Water Lines and Water Distribution Systems: These questions test for knowledge of the principles and practices involved in the construction and maintenance of water transmission and distribution systems, and may include such areas as the installation and upkeep of water lines and water distribution system piping; materials and fittings typically used on water transmission and distribution systems; proper trenching and backfill operations; water line pressure testing and the mechanics of water flow in piping systems; and safe operating procedures. Supervision: These questions test for knowledge of the principles and practices employed in planning, organizing, and controlling the activities of a work unit toward predetermined objectives. The concepts covered, usually in a situational question format, include such topics as assigning and reviewing work; evaluating performance; maintaining work standards; motivating and developing subordinates; implementing procedural change; increasing efficiency; and dealing with problems of absenteeism, morale, and discipline. Test Guide: The New York State Department of Civil Service has not prepared a test guide for this examination. However, candidates may find information in the publication 'General Guide to Written Tests' helpful in preparing for this test.
