Employees of this class act as supervising engineers, responsible for coordinating all activities and supervising all staff associated with the design and construction phases of complex municipal water design projects. Employees of this class have wide latitude in decision making, with the most critical decisions reviewed by the senior level engineers or managers. This class differs from that of Engineer III in the Bureau of Engineering because of its emphasis on water systems, and not street system design or construction. Related work is performed as required. Typical Work Activities Supervises and assists in the preparation of project designs, proposals, and specifications and evaluates contractor's and consultant's designs and proposals for all phases of municipal water system design, such as improvement projects for water main extensions, and reservoir and dam improvements;Prepares and supervises preparation of plans, layout drawings, specifications, and detail sheets for projects including cost estimates for materials and labor;Coordinates the bid process, evaluating bids, contracts, and supporting documentation to determine compliance with project specifications;Identifies alternative methods for completing a project, and prepares studies showing cost effectiveness, timetables, and other impacts of each alternative;Reviews project designs and specifications with design staff and contractors before construction begins, in order to identify possible problems with designs, quantities, or timetables;Schedules and coordinates the work performed by contractors, subcontractors, utilities, other governmental agencies, and other City divisions in order to assure that work progresses in a timely and cost efficient manner;Anticipates and plans for temporary connection or loss of various utilities to customers as construction progresses and investigates complaints from the public;Supervises and conducts physical inspections and tests of construction and materials, noting deficiencies and any corrective actions taken;Supervises the inspection staff and monitors work performed by any inspection staff employed by consultant;Prepares progress reports regarding the status of projects under construction to document work progress and contractor's compliance to specifications and timetables;Makes presentations regarding the status of projects at various meetings, (e.g. City Council, public, pre-bid or pre-construction, staff, etc.);Recommends approval or disapproval of contractor's payments and requests for time extensions;Identifies training needs of technical staff, and recommends personnel actions such as promotion or discipline;Enforces safety regulations at construction site, and safety policy for subordinates.PROMOTIONAL FIELD:Candidates must be currently employed with the City of Rochester and must have served continuously* as a Engineer II/Water for the 12 months immediately preceding the date of the examination;ORCandidates must be currently employed with the City of Rochester and must have served continuously* at a Bracket(s) 25 or below for the twelve (12) months immediately preceding the date of the examination, AND must meet the following open competitive minimum qualifications;*Candidates must have permanent competitive status or 55a status.Minimum Qualifications High school diploma or G.E.D., AND either 1 or 2, PLUS 3:1.Bachelor's degree in Civil Engineering; AND Four (4) years of professional civil engineering experience, two (2) years of which must be in the design or execution of water system construction, in areas such as mains or conduits; reservoirs or dams; metering, backflow prevention, or control systems;OR 2. Bachelor's degree in Mechanical, Chemical, or Sanitary Engineering or closely related field; AND Five (5) years of professional engineering experience, two (2) years of which must be in the design or execution of water system construction, in areas such as mains or conduits; reservoirs or dams; metering, backflow prevention, or control systems;PLUS 3. Two (2) years experience supervising professional or technical staff in the completion of civil engineering design or construction projects.NOTE: Supervisory experience in II may have been acquired concurrently with IA or IB.A Master's degree in Civil Engineering may be substituted for one (1) year of non-supervisory engineering experience.SPECIAL REQUIREMENT:Possession of a valid N.Y.S. Class D Operator's license at time of appointment. This license must be maintained throughout employment in this position. Exam InformationScopes/Subjects of Examination: A test designed to evaluate knowledge, skills and/or abilities in the following areas.Preparing Written Material: These questions test for the ability to present information clearly and accurately, and to organize paragraphs logically and comprehensibly. For some questions, you will be given information in two or three sentences followed by four restatements of the information. You must then choose the best version. For other questions, you will be given paragraphs with their sentences out of order. You must then choose, from four suggestions, the best order for the sentences.Principles and Practices of Sanitary Engineering as Related to Water Supply, Treatment and Distribution: These questions test for knowledge of the principles and practices of sanitary engineering involved in water supply, treatment, and distribution processes, and may include such areas as the design, analysis, installation, upgrading, and maintenance of water supply and distribution systems; and water treatment plant operations, processes, equipment, and maintenance.Understanding and Interpreting Construction Plans, Specifications, and Estimates: These questions test for the ability to read, understand, and analyze construction plans and specifications; and for the ability to calculate material and cost estimates.Methods, Materials, and Equipment Used in the Construction and Maintenance of Water Lines and Water Distribution Systems: These questions test for knowledge of the principles and practices involved in the construction and maintenance of water transmission and distribution systems, and may include such areas as the installation and upkeep of water lines and water distribution system piping; materials and fittings typically used on water transmission and distribution systems; proper trenching and backfill operations; water line pressure testing and the mechanics of water flow in piping systems; and safe operating procedures.Administrative Supervision: These questions test for knowledge of the principles and practices involved in directing the activities of a large subordinate staff, including subordinate supervisors. Questions relate to the personal interactions between an upper level supervisor and their subordinate supervisors in the accomplishment of objectives. These questions cover such areas as assigning work to and coordinating the activities of several units, establishing and guiding staff development programs, evaluating the performance of subordinate supervisors, and maintaining relationships with other organizational sections.Test Guide:The New York State Department of Civil Service has not prepared a test guide for this examination.
