Right of Way Administration/1000 NW 111 Avenue Miami, FL 33172 The Work You Will Do
This position leads the Right of Way Administration Office, which is responsible for the acquisition of right-of-way essential for the construction, enhancement, and maintenance of transportation infrastructure. The Right of Way Manager will be responsible for signing the Certification for Construction ensuring that the projects can be advertised for construction. Additionally, this role oversees the Property Management, Valuation, and Relocation Programs, ensuring compliance with federal, state, and local regulations. The incumbent will manage appraisals, negotiation of rights-of-way, coordination of relocation assistance, leasing, and surplus of real property, while also implementing strategic initiatives to optimize land use and mitigate project impacts. Directs all negotiations with property owners, including decisions on administrative settlements and business damages; has final authority in the district on eminent domain settlements. Responsible for relocation of homeowners, including counseling and seeking replacement sites; provides all project certifications; assigns the Department’s client representative. Directs property management of all Department-owned right of way and the disposal by lease or sale of lands excess to the Department’s needs. Directs the activities of Joint Use Projects, Right of Way Management System (RWMS), Project Scheduling, records archives, and invoicing. Directs fee and staff appraisal, review appraisal activities, and cost estimating; directs the District Right of Way program and the work of full-service right of way firms under contract to the Department; directs the district Right of Way Work Program and Operating Budget. Ensures conformance with applicable laws, rules, regulations, policies, and procedures; applies and interprets them for concerned parties; assists in developing policies and procedures; emphasizes efficiency and cost-effectiveness while ensuring compliance with federal and state law. Maintains professional relationships with other government officials and the public; consults with state/local officials, agency staff, and the Federal Highway Administration to ensure broad participation in federally aided right-of-way projects in the district. Manages employees: plans, organizes, coordinates, and schedules assigned work; participates in candidate selection and hiring; provides orientation and training and conducts performance evaluations; handles employee relations including hiring, promotion, termination, and disciplinary actions within the District Right of Way Office. The Successful Candidate will have the following required Knowledge, Skills, and Abilities
Knowledge of applicable federal and state requirements and procedures relating to right of way. Skills in planning, directing, and implementing policies, regulations, and procedures applicable to the total right of way process. Ability to manage District Six’s Right of Way office; supervise the activities of the Right of Way Valuation Services, Management Services and Production Services; exercise independent judgement in formulating policies and procedures; establish and maintain effective working relationships with others; handle multiple assignments. Licensure/Registration/Certification Requirements
A Level I criminal background check will be conducted on the successful applicant. During a declared emergency, the incumbent will be required to assist the district as needed. Other Job-Related Requirements

This position is responsible for adhering to the provisions and requirements of Section 215.422, F.S. related State Comptroller's rules and Department of Transportation's invoice processing and warrant distribution procedures.
