Senior Technical Manager, Bridge Inspection

This position is based in Pennsylvania with offices in Bethlehem, Exton, Mechanicsburg, Blue Bell, Bristol, Wexford, and Pittsburgh. A hybrid arrangement may be possible. You will assist the Mid-Atlantic District's bridge inspection TEC Lead on a full-time basis with business development and winning bridge inspection and repair work for VDOT and other transportation agencies. You will use your education, licensure, and relevant experience to perform independent evaluation of the condition, function and load carrying capacity of structures and their components, which may form the basis of recommendations to facility owners for repair, rehabilitation, or replacement. Responsibilities
Plan, schedule, and perform PennDOT bridge inspections in accordance with NBIS and the AASHTO Manual for Condition Evaluation of Bridges, and in compliance with Bridge Owners’ requirements. Liaison with client field/facility staff; lead/assist with communicating critical condition findings. Direct other field team members. Enforce safe operations in the field. Create or assist with creating and/or reviewing all required inspection reports. Ensure technical compliance with all applicable standards and specifications. Exercise responsible and ethical decision-making regarding company funds, resources and conduct; adhere to WSP's Code of Conduct and related policies and procedures. Support the Mid-Atlantic District and National Bridge Inspection group in performing bridge, ancillary, culvert inspections in different jurisdictions as required. Support in the preparation of proposals, tasks, reports, and other documents. Qualifications
Bachelor of Science in Civil Engineering from an ABET-accredited institution. 10+ years of NBIS bridge inspection experience with PennDOT and other transportation clients. Project Manager/Team Leader experience in PA and other states as necessary. Extensive successful management of bridge inspection projects for PennDOT. Attendance of NHI Safety Inspection of In-Service Bridges course and additional PennDOT mandated courses/trainings; attendance of additional NHI courses (e.g., NSTM, LRFR, and Scour-related). Excellent interpersonal and communication skills when interacting with engineering and non-engineering audiences. Self-leadership with attention to detail, multi-tasking, and prioritization of responsibilities in a dynamic work environment. Ability to work independently with minimal oversight and provide guidance to junior team members, with strict adherence to QA/QC. Physically capable of performing continuous field work including work at heights, in close quarters, climbing, carrying ladders and gear, and exposure to adverse weather conditions. Excellent attention to detail and ability to think critically and solve problems. Ability to work well in a team-oriented structure. Valid, unrestricted driver's license. Ability to supervise, train, and direct the work of team members. Aptitude for time and budget management; strong safety record aligned with WSP health, safety and drug/alcohol and harassment policies. Must successfully complete and pass WSP's Motor Vehicle screening. Preferred Qualifications
Additional FHWA/NHI Training — e.g., Fracture Critical Inspection Techniques for Steel Bridges and related certifications. Experience inspecting complex bridges and/or tunnels. Experience inspecting ancillary sign structures. Familiar with or certifications in various NDT techniques, rope access techniques and/or UAS operations. About WSP
