Greenville County is seeking a dynamic and strategic leader to serve as its Director of Human Resources and Risk Management. This executive role oversees all aspects of human resources and risk management across the County, including talent management, employee relations, compliance, organizational development, and workplace safety. Reporting to County leadership, the Director will shape workforce strategy, champion a high-performing culture, and ensure the County remains an employer of choice. Lead and manage the Human Resources and Risk Management department, including strategic planning, operations, and team development. Oversee and guide staff, addressing performance, workload distribution, professional development, and ongoing evaluation. Develop and implement long- and short-term departmental goals aligned with County priorities. Direct core HR functions including recruitment, hiring, onboarding, employee relations, performance management, compensation, payroll, benefits, health and wellness, and compliance. Serve as a trusted advisor to department heads, County administrators, and elected officials on human capital strategies, policies, and emerging HR issues. Develop and enforce policies, procedures, and best practices to ensure a fair, inclusive, and legally compliant workplace. Oversee County-wide risk management efforts, including safety programs, loss prevention strategies, and regulatory compliance. Ensure human resources systems, programs, and practices meet legal, ethical, and organizational standards. Monitor and respond to changes in employment law, recommending and implementing appropriate policy adjustments. Prepare and manage departmental budgets, ensuring effective use of resources and alignment with strategic priorities. Present key reports, workforce trends, and policy recommendations to County leadership and Council. Qualifications
Education & Experience Bachelor's degree in Human Resources, Public Administration, Risk Management, or a related field is required. A minimum of 15 years of progressively responsible experience in human resources, including leadership or supervisory roles. Experience in public sector HR and risk management preferred. Certifications Senior Professional in Human Resources (SPHR) or SHRM Senior Certified Professional (SHRM-SCP) certification required. Valid South Carolina driver's license required. Core Competencies Strong leadership and people management skills with a collaborative and consultative approach. Deep knowledge of HR laws, compliance requirements, and best practices. Exceptional communication, problem-solving, and organizational skills. Ability to handle sensitive and complex issues with integrity, discretion, and sound judgment.
