Overview
The Vice President provides executive leadership and oversight for both Domestic and ORR-funded Foster Care programs, including Federal and Domestic Transitional Housing Programs (THP–NMD and THP–Plus). This role ensures regulatory compliance with DCFS, ORR, and CDSS standards, effective fiscal stewardship, high-quality trauma-informed services, strategic growth, and community collaboration to support youth transitioning to independence.
Salary and Benefits Salary Range: $110,000 - $148,000 annually.
Essential Duties
Lead agency-wide strategy for Domestic and Federal foster care, as well as Domestic and Federal THP–NMD/Plus programs, ensuring high-quality, trauma-informed, youth-focused services.
Lead strategic planning to expand foster care and THP capacity, adjust program models (THP–NMD vs. THP–Plus), and improve outcomes.
Serve as chief liaison with DCFS, ORR, CDSS, and other regulatory bodies, overseeing licensing, audits, and corrective action plans.
Oversee program budgets across Domestic and ORR-funded Foster Care and THP programs, ensuring alignment with funding requirements, cost efficiency, and long-term financial sustainability.
Collaborate with finance and program teams to monitor expenditures, identify variances, and support strategic resource allocation.
Ensure compliance with contract requirements, including billing for DCSS/ORR foster care and THP NMD/Plus funding.
Supervise program leadership teams, ensuring strong performance, accountability, and ongoing competencies in trauma-informed, evidence-based practices.
Strengthen partnerships with DCFS, ORR, County agencies, housing authorities, landlords, and legal organizations to expand placement resources and services.
Represent Crittenton in inter-agency initiatives, funding coalitions, and regulatory discussions.
Leverage real-time data and analytics to evaluate program effectiveness, monitor key performance indicators, and inform continuous improvement efforts.
Use data to forecast resource needs, track outcomes, and guide leadership in making data-driven decisions that enhance service quality and impact.
In collaboration with the Quality Assurance department, lead improvement initiatives and ensure compliance with CDSS and ORR performance standards.
Ensure THP–NMD and THP–Plus programs comply with CDSS and ACL/ACIN standards.
Participate in executive leadership to align foster care and housing services with agency goals.
All other duties as assigned.
Qualifications Minimum Qualifications
Master’s degree (MSW, MA, MS, LPCC, or PhD) in Human Services, Social Work, Psychology, or related field required.
Licensed (LCSW or LMFT) with at least two years’ post-licensure experience is strongly preferred.
At minimum 7 years in child and family services, including 3+ years in senior leadership.
Demonstrated program oversight of ORR foster care, domestic foster care, and THP services.
A thorough understanding of California THP–NMD and THP–Plus guidelines, including eligibility, supportive housing, and ILP integration.
Experience with DCFS, ORR, and CDSS contracting, licensing, and compliance reviews.
Proficiency in Microsoft Office Suite and data analytics tools.
Familiarity with case and housing management systems.
Additional Requirements
Must possess and maintain a valid, unrestricted California driver’s license.
Must be able to travel to all agency offices and governmental agencies throughout Southern California. Some out-of-area travel also required to attend meetings and conferences.
Proficient with Microsoft Office Suite, Electronic Health Records system software.
