A rapidly growing, mission-focused organization is seeking a highly driven

Business Development/Capture Manager

to lead and win strategic opportunities in both Department of Defense (DoD) and Federal Civilian (Fed/Civ) markets. This hybrid role blends forward-facing business development with hands-on capture management, requiring a proven ability to identify, shape, and secure high-value contracts. The ideal candidate will have a track record of successfully leading captures exceeding $50M, strong customer relationships, and the ability to develop innovative solutions that increase win probability and outpace the competition. Responsibilities

Lead the full capture lifecycle, from opportunity identification through proposal submission, applying deep competitive knowledge and innovative strategies to maximize PWIN. Build and maintain trusted relationships with key decision-makers, including government stakeholders, program managers, and contracting officers, to uncover upcoming opportunities and expansion pathways. Analyze agency budgets, forecasts, and procurement trends to proactively identify target pursuits. Develop comprehensive capture plans integrating technical, management, pricing, past performance, and win themes. Execute targeted customer and partner engagement strategies, aligning solutions to mission needs. Conduct gap analyses and secure teaming partners to strengthen competitive positioning. Prepare and deliver gate review presentations to executive leadership. Oversee win theme development, storyboarding, and competitive Black Hat sessions to refine discriminators and shape proposals. Participate in solution design, ensuring the ability to present and defend all aspects to customers or leadership. Collaborate across the organization to remain informed on capabilities, offerings, and joint ventures. Required Skills & Qualifications

Bachelor's degree with

10+ years

leading DoD and/or Fed/Civ captures or programs. 5+ years

in business development or capture management, with proven wins of

$50M–$100M+ . Established relationships within DoD and Fed/Civ IT, Cyber, and Intel communities. Ability to obtain a

Top Secret clearance

(active clearance preferred). Exceptional verbal, written, and presentation communication skills. Strong technical understanding of IT, Cyber, and Intelligence solutions. Proven ability to thrive in a fast-paced, matrixed environment with minimal oversight. Experience using enterprise CRM tools. Preferred Qualifications

Experience as a program manager or senior contributor for a DoD or Fed/Civ customer. Existing 'book of business' in relevant markets. Shipley or equivalent capture management training. Seniority level
