The purpose of the position is to direct all activities and operations of the department. This is accomplished by directing employee functions and tasks; presenting and administering all budget activities; serving as the chief spokesperson and representative of the department; analyzing operations; providing consultation and recommendation to management, elected officials, boards, and commissions; and furthering the objectives of management and elected officials. Other duties may include establishing and enforcing internal controls and processes.

Plans and directs department activities by establishing priorities and programs; coordinating project meetings; analyzing and recommending staff and resource levels; and monitoring department operations, staffing, and productivity levels; Managing all staffing functions by developing and recommending staffing levels; directing and participating in recruitment activities; initiating, monitoring, and evaluating performance; coaching and counseling; establishing and reviewing training activities; and initiating disciplinary proceedings; Directs departmental financial processes by developing and recommending budget and program costs; responding to financial inquiries; interpreting directives; and ensuring compliance with federal, state, and local laws; Ensures operation efficiency by configuring and managing resources; participating in strategic planning, technology planning, and results coordination; reviewing and managing responses; and research and recommending new processes and technologies; Leads the implementation of standardized financial forecasting and develops priority-based budgeting strategies to guide fiscal planning for the upcoming year and future budget cycles; Develops and maintains relationships with departments, customers, elected officials, and outside agencies by participating in meetings and serving on committees; preparing and presenting information in internal and external settings; negotiating agreements; reviewing contracts; and responding to complaints and inquiries; and Performs other assigned duties. Qualifications

Master's Degree in Business Administration, Finance or other related field; Five (5) years of related work experience; Certified Public Accountant designation preferred; Or equivalent training, education, and/or experience; and Valid Driver's License. Supplemental Information

Knowledge of City policies and procedures; Extensive knowledge of all aspects of municipal accounting processes, tools and requirements; Extensive knowledge of all forms of budgeting, specifically zero-based budgeting and priority-based budgeting; Knowledge of fiscal forecasting, bond preparation, and investing; Knowledge of Microsoft Office Suite; Strong public speaking skills with the ability to project confidence and a full understanding of the subject matter being presented; Skill in communicating effectively both orally and in writing. Deer Oaks Assists in recommending counselors for any city employee experiencing personal problems.

Education Pay Employees can receive a monthly additional pay for Associates, Bachelors, Masters and PHD degrees.

Social Security Employee participates at 7.65% contribution with matching city funds.

Texas Municipal Retirement System Employees participate in a statewide retirement program at 7% contribution with a city match of 2:1. Five years vesting, 20 years retirement at any age.

Vacation Non-civil service employees accrue 6.67 hours per month (2 weeks per year). All police employees accrue 10 hours per month (3 weeks per year). All Fire employees accrue 15 hours per month (7.5 - 24 hour shifts a year).

Sick Leave Non-civil service employees accrue 10 hours per month (3 weeks per year). All police employees accrue 10 hours per month (3 weeks per year). All Fire employees accrue 15 hours per month (7.5 - 24 hour shifts a year).

Holidays Non-civil service employees receive 13 paid holidays per year including one personal or "floating" day.

Longevity Pay Earned at a rate of $4 per month. This is calculated on number of years of service up to and including 25 years (maximum $1200).

Worker's Compensation Worker's compensation coverage is provided for all employees.

Fire/Police Eligible for Education/Certification pay.

Deferred Compensation Plans- Mass Mutual/Empower Payroll deduction for employee participation. City does not contribute.
