Overview

JOB OBJECTIVE:

The Chief Human Resources Officer (CHRO) works under the general direction of the CEO and in partnership with the Executive Management Team and across all health center locations to establish, foster, position, and reinforce a positive cultural environment for current and prospective employees. The CHRO will develop and implement a comprehensive and integrated Human Resources plan which supports and fosters the broader Strategic Plan. The CHRO is responsible for managing the organization’s personnel practices in order to achieve maximum use of human resources, meet all government regulations, administer the company’s fringe benefits program, and provide the best solutions to personnel issues, compensation, training, development, recruitment, retention, and credentialing.

Base pay range

$175,000.00/yr - $280,000.00/yr

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES

Serving as a Member of the Chief Executive Team:

  • Leads the development and execution of the human resources strategy
  • Participates in strategic planning including the mission, vision, values, objectives, strategies, policies/procedures, and associated metrics.
  • Influences leadership by establishing credibility, trust, and rapport throughout the organization to be an effective listener and problem solver of business and people issues.
  • Acts as a strategic business partner, advisor, and coach to executives
  • Apprises the board, executive management team, and stakeholders of human resources needs and plans to accomplish strategic business service initiatives.
  • Advises the CEO on HR-related areas.

HR Functional Leadership

  • Leads the strategic human resources planning process to provide the company with the best people talent available and to position the company as an Employer of Choice.
  • Develops talent acquisition strategies and implementation plans to attract and retain internal and external talent.
  • Designs progressive and competitive compensation and benefits programs to attract and retain staff.
  • Manages execution of new initiatives and day-to-day operations. Partners with senior managers in support of organizational goals and objectives. Ensures Human Resources services are integrated and aligned with organizational needs
  • Leads the talent management life cycle process, including talent acquisition, employee onboarding, training and development, performance management, and succession planning.
  • Oversees employment and employment risk management issues. Represents the organization in employment/operational risk and legal issues with local, state, and federal courts
  • Drives cultural transformation while building employee engagement.
  • Identify and implement process simplification and elimination of non-value-added work
  • Guides the overall goals and direction of the organization’s personnel practices. Proposes, publishes and administers policies, ensures that policies, principles and programs are consistently and fairly practiced.
  • Works with managers and supervisors in order to resolve personnel problems. Provides advice, makes recommendations for change, and implements employee relation practices necessary to establish a positive employee/employer relationship and promotes a high level of employee performance and morale.
  • Oversees the completion and submittal of wage surveys and other vehicles to support an effective compensation model
  • Chairs and/or participates in various organizational committees related to compliance, safety, quality, and employee/organizational performance
  • Performs other duties as assigned including participation in all safety programs which may include assignment to an emergency response team.
  • Perform other duties as assigned by the CEO

Education, Experience and Qualifications

  • Masters in Human Resources, Public or Business Administration, or other relevant field required OR equivalent years of experience
  • Eight (8) years of experience working in human resource management, preferably as a Director HR Business Partner or Director HR Operations
  • Demonstrated experience and ability to advise and influence executives
  • Experience in assessing, developing, and modifying organizational policies, standard operating procedures (SOPs), and processes
  • Excellent communication skills. Bilingual English / Spanish a plus.
  • Ability to work in a fast-paced environment and proactively analyze and resolve problems.
  • Certified as SPHR or PHR preferred
  • Must be analytical, strategic, and able to actively drive HR operational execution
