Minimum Training & Experience

The following education and experience will be accepted:

  • Associate degree or higher in Business Administration, Public Administration, Accounting, Logistics or closely related field plus five (5) years of experience with accounting processes, purchasing, records management and administrative work; OR
  • High school diploma plus seven (7) years of experience with accounting processes, purchasing, records management and administrative work.

A minimum of three (3) years of managing or supervising fleet services operations required. Technical training in the repair of automotive equipment and components required. Strong computer skills required. Must possess a Certified Automotive Fleet Manager (CAFM) certification, or equivalent, or the ability to obtain within four (4) years of hire. Must possess a valid Florida Driver's License and maintain an acceptable, safe driving record.

Emergency Declaration Status

Code 1: Essential Employees may be required to work during an undeclared emergency and/or declared emergency. On an incident-by-incident basis, the employee's Department Head will make the determination as to who will be required to work.

General Statement Of Job

Under limited supervision, performs administrative, supervisory and technical work in the operation of the City vehicle, equipment, maintenance, repair and replacement program. Work involves supervising the activities of subordinate staff. Employee is also responsible for scheduling and assigning maintenance and repair work for City-owned vehicles, maintaining inventories of parts and supplies, preparing, submitting and administering the division's operating budget, and maintaining records of maintenance performed. Employee must exercise considerable initiative and independent judgment in completing assigned tasks to ensure safety and operability of City-owned vehicles. Reports to the Public Works Director.

Specific Duties & Responsibilities

Essential Job Functions

Oversees the planning, coordination, and assignment of the maintenance of City-owned automotive equipment; recommends and ensures adherence to maintenance schedules established for City-owned equipment.

Oversees activities of personnel in through direct or delegated supervision, ensuring adherence to established policies, procedures and standards; reviews, develops and implements policy and procedures, as necessary, to improve program efficiency, and conducts staff meetings or prepares correspondence to disseminate information; ensures subordinates receive training necessary to perform assigned duties; receives, reviews and acts on plans and procedures developed by staff, as appropriate; reviews various reports, including activity logs and incident reports, and approves actions or makes recommendations as to procedure.

Administers or makes recommendations for routine personnel matters affecting direct subordinates, including recruiting, interviewing, hiring, training, assigning, scheduling, granting leave, appraising and disciplining, etc., submitting such records and reports as required by management; reviews job performance evaluations of personnel as submitted by subordinate supervisors.

Provides guidance to subordinate supervisors and staff in establishing work priorities and in solving technical problems.

Ensures adherence to safety regulations.

Supervises and aids in maintaining files on all vehicles repaired, periodic garage activity reports, purchase requests, work orders, vehicle cost reports, fuel usage, fuel tax returns, safety data, and vehicle replacement.

Ensures continuous operation of two semi-automated fueling facilities.

Prepares and maintains records on fuel reconciliation and monitoring well inspections; researches data and maintains compliance with State, City, County and Federal codes for underground storage tanks.

Analyzes reports and field data to determine long-term goals and possible corrective actions needed for a safe, efficient work environment.

Oversees and participates in the development and administration of the Division's budget.

Approves the design, construction and modification of equipment in the shop; inspects and approves newly purchased equipment; makes recommendations of vehicles needing replacement.

Organizes and attends meetings on vehicle services topics, including training, safety regulations, departmental procedures, fleet management, computerized information systems, vehicle updates and personnel.

Dependent/Spouse Life Insurance: The City of Palm Bay provides each employee with dependent/spouse life insurance in the amount of $5,000 per dependent at no cost. Additional coverage is available at the employee's cost. Short Term Disability: Coverage pays 66 2/3% of employee's annual base salary during a short-term disability period not to exceed 26 weeks. Long Term Disability: Coverage pays 66 2/3% of employee's salary at time of disability after a 180 consecutive day waiting period. Defined Contribution Retirement Plan: City contributes a base of 3%. Employees may contribute up to 6% and the City will match the employees contribution. Holidays: 10 holidays and 1 birthday holiday. Paid Leave: Accrue 96 hours of vacation and sick leave per year. Accrued vacation hours increase after 10 years of service. Administrative leave for exempt employees 48 hours per year.
