REPORTS TO: City Council and City Manager

Overview The Finance Director is an executive level staff position providing highly responsible financial services support to the City. This position is responsible for the direction, planning and management of the financial operations of the City and advises and makes recommendations to the City on all fiscal policy matters necessary for the financial health of the City.

This position performs professional work in planning, organizing, staffing, controlling and administering all financial functions including fund accounting, budgeting, utility billing, payroll, customer service, reporting, investing, debt management, banking, fixed asset management, purchasing, internal support, external support, treasury management and pension plan management for the City. Must be bondable in an amount established by the City Council with such bond conditioned upon the faithful discharge of the duties of the finance director.

Essential Job Functions

Develops, plans and implements finance department objectives and goals.

Provides staff assistance to the City Council.

Reconciliations on a monthly basis for all balance sheet accounts and funds.

Prepare, approve and implement internal controls for all financial functions.

Completing financial audit on time and all tasks that led up to completion.

Prepare financial statements to achieve excellence in financial reporting and to achieve an unqualified annual audit opinion.

Analyzes and interprets accounts and provides to the City Council and City Manager a monthly report showing comparisons to the budgeted revenues and expenditures to actual revenues and expenditures.

Assist in preparing the budget to achieve the Government Finance Officers Association (GFOA) Excellence award in Budgeting.

Responsible for the preparation and timely completion of the City's comprehensive annual financial report with the goal of achieving excellence and obtaining an unqualified opinion.

Provides assistance to and acts as city liaison to external auditor in performing audit functions.

Makes presentations to the City Council, City Manager, boards, civic groups and the general public, as necessary and required in matters relating to financial services.

Assigns work activities and monitors workflow of departmental projects and programs.

Assists the City Manager with the drafting and preparation of the annual budget.
