City of Rawlins The City of Rawlins is seeking a Finance Director/Treasurer to join our team. This is an onsite full-time exempt position working under the direction of the Rawlins City Manager. The Finance Director is responsible for managing the financial affairs of the City. They perform professional administrative, accounting, and financial reporting work as well as manage the day-to-day activities of the Finance Department. They work with staff and Council in development of the annual budget and monthly reporting. They manage the investment of funds, serve as City Treasurer, and implement city-wide internal controls. Work involves a variety of professional technical duties related to controlling the financial reporting, budgeting, accounting and asset management functions of the city and its various departments as needed to assure the accuracy of the general accounting, cash management, revenue & expense forecasting, and utilities operations. Overview

The City of Rawlins operates under a council-manager form of government, which consists of seven Council members. Six members are elected by wards and one on an at-large basis. The Mayor serves as the leader of the Council and is selected every two years by the seated Council. The organization of the City of Rawlins consists of seven major departments (Administration, Community Development, Finance, Fire, Police, Parks & Recreation and Public Works). The Finance department consists of the Finance Director, an Assistant Finance Director and three (3) clerks. Responsibilities

Lead the Finance Department including planning, budgeting, financial reporting, cash management, risk management, and internal controls. Act as City Treasurer and oversee investments of city funds. Prepare and manage the annual budget in collaboration with staff and Council; provide regular financial reporting. Supervise the planning and maintenance of central accounting systems including pre-audit, posting of expenditures, accounting controls, and capital budgets. Support strategic planning and business plan development as a member of the executive leadership team. Qualifications

Education: Must possess a bachelor's degree in accounting, finance, business administration or related field. Experience: Five (5+) years of related experience. Bondable Preferred Qualifications
