Overview
Blue Water Thinking seeks a Clinical Subject Matter Expert to support the VA’s Electronic Health Record Modernization (EHRM) program. This individual will lead clinical operations during deployment—ensuring workflows, documentation, and patient care practices align with standards and support user adoption. They will provide hands-on end-user support and troubleshooting during go-live, act as a key liaison between clinical staff and technical teams to align system configurations with real-world practice, identify workflow gaps, and recommend improvements. This role also manages change and stakeholder engagement across deployment sites, ensuring operational readiness and a seamless transition.
Travel While this is a remote position, up to 70% travel may be required.
Key responsibilities
Facilitate collaboration between VHA Council Management Team (CMT), EHRM-IO OFC CMIO/CNIO, Oracle Health, EHRM-IO Operations, EHRM-IO DCIO, EHRM-IO PCD, VHA RDM, and local sites
Support Informaticists and Solution Experts by providing administrative, strategic, and documentation support
Collaborate on ticket management activities, including logging, tracking, and updating tickets
Track and update change request tickets within multiple ticketing systems
Support the Office of Functional Champion Testing Team (OFCt) with testing activities
Monitor Oracle Health activities to ensure alignment with scope and schedule
Provide project management support including execution of business processes, review of briefing materials, and risk management activities
Basic Qualifications
10+ years of professional work experience
Knowledge of Cerner Referral Management and Community Care solution configuration
Experience managing Information Technology-related projects
Proficiency in life cycle and project management methodologies
Demonstrated experience in tracking project costs, schedules, and performance progress
Strong ability to identify, assess, and mitigate risks
Bachelor’s Degree in Engineering, Computer Science, Systems, Business, or related scientific/technical discipline
An additional 8 years of relevant experience may be substituted in lieu of degree
Additional Qualifications
Experience working with the VA
Experience implementing Electronic Health Records (EHR)
Experience with Cerner Millennium (2018 code levels or higher)
Knowledge of Cerner Model recommendations
Proven ability to work independently in developing and enhancing clinical software solutions
Experience in analyzing and developing current and future-state clinical workflows
Expertise in functional validation and end-user testing for EHR and integrated third-party solutions
Experience leveraging ServiceNow for ticketing, reporting, and solution customization
Strong leadership, communication, analysis, and organizational skills
Eligibility
Must be currently authorized to work in the United States on a full-time basis
Must be able to obtain and maintain the required Public Trust clearance for this role
Compensation Salary for this position is determined by various factors, including but not limited to location, the candidate’s specific combination of knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements.
Salary range:
$115,000 – $130,000 annually
