Voyatek is seeking applicants to occupy the position of Level 3 Architect within our team NYS Integrated Eligibility Systems located in Albany, NY. This position is a 18 month contract. The mission of the Integrated Eligibility System (IES) is to enhance the well-being of New Yorkers by transforming health and human service delivery through coordinated business practices, modernized technology, and strategic partnerships. IES will provide eligibility, enrollment, case management, and payment functionality for Health and Human Service programs currently served by the Welfare Management System, Benefits Issuance Control System and other State systems. IES will build on the successful opening of the New York State of Health (NYSoH) by leveraging assets created for the health benefit exchange to modernize the eligibility system for health and human service programs.

Key Responsibilities:

The NYS Office of Information Technology Services (ITS) is recruiting for a highly skilled Data Management Architect at Level III to lead the design, implementation, and optimization of our enterprise-wide Data Management solutions. The ideal candidate will possess deep expertise in data architecture, modern cloud data platforms, and a strong commitment to data quality and governance. This role will be pivotal in shaping our data strategy, driving efficiency, and ensuring the accuracy and consistency of our critical business data assets across the organization. The individual must have strong analytical and problem-solving skills and have excellent communication skills for collaborating with technical and business teams.

Qualifications:

1. Level III- More than seven (7) years of experience working on complex projects with 2 or more years in a leadership role as an Architect

2. More than 7 years in the technical field, with 7+ years as a Data Architect in large-scale environments, building end to end flows in large scale legacy data conversion projects.

3. More than 7 years experience designing and implementing MDM solutions, including data cleansing, matching, and hierarchy management with strong understanding of MDM platforms (e.g., Informatica, IBM InfoSphere, Reltio).

Preferred Qualifications:

1. More than 10 years' experience in data modeling, metadata management, and data governance, data models, data flow diagrams, process flow diagrams on large scale digital transformation projects.

2. More than 10 years experience with data warehouse solutions and architectures, analytics, reporting and visualizations.

3. More than 10 years' experience with shared data architectures and data patterns, optimizing data pipelines, establishing data governance in large scale data transformation projects.

4. More than 10 years experience in data integration technologies (ETL, APIs, ESB, message queues).

5. More than 10 years' experience in SQL, scripting languages, and database technologies.

6. More than 10 years' experience with cloud data solutions on GCP (Databricks, Snowflake, BigQuery, AI/ML)

7. 7 years or more experience in performing fit-gap analyses and design and drive process improvements.

8. 3-5 years of experience working in a federal or state government setting

The wage range for this role reflects the wide array of factors considered in compensation decisions. These factors include, but are not limited to, skill sets, experience, training, licensure certifications, and geographic location. Compensation decisions are based on the unique facts and circumstances of each case. A reasonable estimate of the hourly range is $ 100 .00 - $ 105 .00.
