Brief Description
Sierra7, Inc. is seeking a Senior Budget Analyst to support the Veterans Health Administration (VHA) - Office of Finance (OF). The Office of Finance is the steward of VHA financial resources for Veterans who receive healthcare. Continuous improvement is achieved through the full cycle of healthcare budget and accounting activities within a large financial community and external partnerships. The Senior Budget Analyst will perform tasks that apply knowledge and skill in budget-related laws, regulations, policies, precedents, methods, and techniques. Position Responsibilities
Support adhering to Federal Financial laws, regulations, and activities. Operational experience supporting a large financial organization with budget related tasks, such as budget development and allocation. Experience in implementing a financial and acquisition system. Use statistical tools to interpret data sets, paying particular attention to trends and patterns that could be valuable for diagnostic and predictive analytics efforts. Streamline data collection and develop routines that can be automated and easily modified for reuse in other areas. Create appropriate documentation that allows stakeholders to understand the steps of the data analysis process and duplicate or replicate the analysis. Experience with Project Management tools – Word, Excel, PowerPoint, MS Teams/Skype, MS Project. Prepare reports for leadership and the customer that effectively communicate trends, patterns, and predictions using relevant data. Identification of risk areas and create narrative, graphic, and oral status reports. Creation of strategically tailored financial plans. Conduct targeted review of status and identify points of risk, what-if analysis. Identify alternative strategies for addressing risk. Performs other duties as assigned. Requirements
Ability to produce and deliver detailed status reports, routine and ad hoc reports, and briefings. Excellent verbal and written communication skills. Must be able to effectively communicate in person, over video conferencing, and by phone. Familiarity with 508 Compliance (desired). Excellent interpersonal and customer service skills. Strong organizational skills and attention to detail. Ability to successfully complete job duties independently or with minimum supervision. The ability to multitask. The ability to operate in a high stress environment. Prolonged periods of sitting at a desk and working on a computer. Occasional travel may be required to government sites or for stakeholder meetings. Must be able to lift to 15 pounds at times. Education & Experience
6 years’ experience in the review of financial data to identify planned versus actual status. Bachelor’s degree in accounting, business, economics, finance or other related field (8 years’ experience may be substituted for education) Microsoft Office Suite comfortability (Word, Excel, PowerPoint) Agile / SAFe certifications a plus. Previous Veterans Health Administration (VHA) experience VA experience a plus. Active VA Public Trust clearance (preferred). Must be able to get and maintain a government public trust.
