Overview

Wastewater Pretreatment Program Manager positions administer the Citys Wastewater Pretreatment Program; develop program policies, objectives, standards, and procedures; direct a professional staff in inspecting and sampling industrial and commercial establishments that discharge waste into the Citys sewer system and waterway; meet with representatives of noncomplying establishments; serve as a hearing officer for the most sensitive and complex violations to ensure compliance; develop program strategies to ensure industry compliance with local, state and federal requirements; conduct engineering studies to evaluate the need for local discharge standards for pollutants; develop and implement local limits or Best Management Practices, as appropriate, to achieve necessary pollutant loading reductions; determine appropriateness of wastewater pretreatment systems; determine discharge limitations, monitoring schedules and time frames for compliance; oversee production of annual and semi-annual pretreatment reports; direct and initiate special investigations; approve and sign waste discharge permits; confer with officials of contract cities regarding noncomplying industries and develop policies and ordinances defining the Citys legal relationship with the agencies; recommend fee schedules; present public awareness programs; sit on various boards, committees and task forces; develop and monitor the program budget; select, rate and train subordinate staff; and perform other duties as assigned. Education:

Bachelors Degree in Chemical or Environmental Engineering, Chemistry, Biology, or a closely related field. Closely related degrees MUST include the completion of at least 18 semester/27 quarter college-level units of chemistry, including lecture and laboratory classes in both organic and general chemistry. Additional qualifying experience may be substituted for education lacked on a year-for-year basis. One year of full-time experience = 30 semester/45 quarter college-level units. Experience:

Three years of full-time professional-level industrial waste inspection experience which includes conducting site evaluations and inspections, and applying federal pretreatment standards to a variety of categorically regulated industries generating waste discharged into the sewer system, which MUST include one year of full-time experience as a lead or supervisor over professional wastewater pretreatment inspection/enforcement staff, AND one of the following options: One year of full-time industrial waste inspection experience which includes conducting site evaluations and inspections, and applying federal pretreatment standards to a variety of categorically regulated industries generating waste discharged into the sewer system. One year of full-time chemical, environmental, or sanitary engineering experience which includes the design or operation of wet industrial processes or sanitary/industrial wastewater treatment processes. One year of full-time chemical wastewater laboratory experience in an industrial waste program which includes the sampling and analysis of toxic pollutants. Note:

A Masters Degree in Chemical or Environmental Engineering, Chemistry, or Biology may be substituted for a MAXIMUM of one year of the experience described in Options 1, 2 and 3 above. It may NOT substitute for the required three years of industrial waste inspection experience. License:

A valid California Class C Driver License may be required at the time of hire. Required Documents
