Toyon Research Corporation, a research and development defense contractor, is seeking an experienced and strategic Director of Contracts to lead our contracts administration team with growing volume and complexity of defense industry business opportunities. The Director of Contracts is responsible for leading and overseeing the contracts management function, ensuring compliance with all contractual obligations and government regulations, and facilitating company success in bidding and performance. This individual will play a critical role in guiding the contracts team and technical performer teams through the full lifecycle of contracts, from proposal to closeout, and aligning actions with corporate policies and federal acquisition regulations (FAR/DFARS). Additionally, the position includes responsibility for subcontracts, procurement and government property administration through a subordinate senior manager.

The ideal candidate will bring extensive experience in contract negotiations, risk management, and program oversight within the defense sector, along with a commitment to ensure continuity of effective practices and culture.
Key Responsibilities:
Lead and manage the contracts department, ensuring the effective administration of all contracts from proposal to closeout
Oversee and further develop practices in the related areas of subcontracts, procurement, government property, and corporate insurance
Act in the role of contracts administrator and primary point of contact for certain contracts and clients as staffing and demand evolves
Provide strategic guidance on contract terms and conditions, ensuring alignment with business objectives and risk management strategies
Lead contract negotiations with government agencies, prime contractors, and subcontractors as necessary or not otherwise delegated
Work closely with cross-functional teams, including legal, program management, finance, and compliance, to ensure contract terms are properly executed and adhered to
Develop and implement policies and procedures to optimize contract and procurement functions, ensuring efficiency and regulatory compliance
Monitor contract performance and advise contract performers to ensure timely delivery of all contract deliverables, including reports, milestones, and compliance audits. Identify and mitigate risks as needed.
Stay current on changes to FAR, DFARS and other government regulations, and ensure that the company is fully compliant
Lead the training and development of staff within the contracts, subcontract, procurement, and government property areas
Handle disputes, claims, assertion of data rights, reps and certs, and contract performance issues; work closely with legal counsel and other stakeholders as needed
Requirements
Minimum of 15 years of experience in contracts administration or management within the defense industry
Bachelor’s degree in business administration, contracts management, or a related field. Advanced degree in business or law preferred. Accounting experience helpful.
Strong leadership and management skills with the ability to sustain performance over a large number of proposals and contracts, pending contract actions, and supervision of staff in multiple functional areas
Proven experience leading contract negotiations, administration, and compliance for government contracts of all types, and applying deep knowledge of FAR, DFARS, CASB, and other applicable defense acquisition regulations
Experience overseeing subcontracts, procurement and government property administration functions, especially experience with regulators, compliance standards and audits
Excellent negotiation, communication, and problem-solving skills
Contracts law degree and/or NCMA certifications desirable

The annual pay range for the Director of Contracts position is $175,000 to $225,000.
