Senior Financial Improvement Consultant - Public Sector, Defense

– BD0 USA BDO is seeking a consultant level professional to support project delivery activities for US Defense agencies. The individual in this position will provide financial improvement, transformation, and audit support services to improve the completeness, accuracy, reliability, and timeliness of a federal agency’s financial data in support of the overall objective to obtain an unmodified audit opinion.

Responsibilities

Provide day-to-day client duties to include one or more of the following scope areas to support audit response and remediation objectives: audit facilitation; audit remediation strategy and implementation support; audit strategic communications, training, and change management; risk management and internal controls support; financial management policy and standardized business practices; financial system posting logic and annual general ledger updates; FFMIA compliance; system implementation and transformation audit support; and/or capability modernization. Support management in meeting client project requirements; coordinate with engagement team management and client leadership on planning, execution, and status processes. Offer professional Federal accounting and auditing solutions and change management support to progress toward an unmodified audit opinion. Activities may include: supporting audit response and liaison efforts; audit walkthroughs and on-site testing; financial audit program strategy, integration, and reporting; development and implementation of corrective actions and best practices; collaboration with client stakeholders to address system, process, control, and data needs; training, change management, and communications support for audit readiness and remediation; risk assessments, processes, and controls documentation; controls testing and gap addressing; accounting and financial reporting operations support; standardization efforts; data calls; preparation of financial statement information; and related project deliverables and status reports. Attend client and internal team meetings; manage priorities; initiate correspondence; and coordinate multiple efforts across teams with accountability for task areas and work products. Stay current with technical skills through training; support recruiting efforts by identifying potential candidates. Travel as needed to support project delivery.

Qualifications

Bachelor's or Master’s degree in Accounting, Finance, IT/Systems, Business Management/Administration, Mathematics, Statistics, Computer Science, or Data Science, or another discipline with relevant certifications as described below. Four (4) or more years of Federal (preferred) or commercial financial management experience; two (2)+ years of Federal (preferred) or commercial accounting experience. Experience with OM&S, Inventory & Related Property, or Environmental & Disposal Liabilities (E&DL); related auditing or audit remediation experience preferred depending on domain. Experience with DoD financial management policies and procedures and related policies, systems, and procedures preferred. Experience with FIAR, GAAP, USSGL, FASAB, CFO Act, FMFIA, FFMIA, ICOFR, GAGAS, OMB Circulars, and related frameworks preferred.

Licenses, Certifications

Minimum Secret level security clearance required. One or more of the following active certifications: CPA, CISA, CGFM, CDFM; or equivalent educational credentials as described in the Education section.

Software

Proficient in Microsoft Office (Excel, PowerPoint, Word); advanced proficiency preferred.

Other Knowledge, Skills, & Abilities

Ability to support possible project-related travel as needed. Knowledge of Inventory & Related Property accounting standards (SFFAS 3 and 48), SSAE 18, audit and internal control requirements within an Inventory & Related Property environment. Knowledge of environmental laws and financial requirements (CERCLA, DERP, RCRA, SFFAS 5, 6, TR 2 and 11). Strong verbal and written communication; ability to own work product development; initiative and accountability; ability to work independently and in a team; customer-service focus; excellent organization.
