Job Summary The Enterprise Risk Management Director provides strategic leadership for the development, implementation, and continuous improvement of MCCCD's enterprise risk management (ERM) framework. The role oversees risk identification, assessment, mitigation, and monitoring across strategic, operational, compliance, security, insurance programs, and business continuity areas. This position operates within the Compliance Office in the Office of General Counsel and collaborates with other departments to ensure district-wide adherence to regulatory standards and effective risk mitigation.
Key responsibilities include guiding district-wide risk assessment and response initiatives, advising on institutional risks, supporting compliance with federal regulations and accreditation standards, developing business continuity and crisis response plans, strengthening internal controls, managing insurance programs, and providing risk training across the organization.
This is a high-impact leadership opportunity requiring a strategic mindset, strong collaboration, and a deep understanding of enterprise-wide risk to foster a culture of resilience and informed decision-making across all colleges.
Essential Functions
Provides leadership in the development, implementation, and coordination of a comprehensive risk management program aligned with MCCCD's strategic plan.
Develops and maintains policies and processes for identifying, assessing, managing, and mitigating enterprise risks district-wide.
Ensures risk management policies comply with regulations, standards, and strategic initiatives.
Implements best practices for risk assessment and mitigation and conducts regular risk assessments and audits.
Collaborates with General Counsel and Compliance on risk tolerance assessments.
Oversees ongoing issue management with internal audit, legal and compliance, IT, emergency management, and business units; partners with the Chief Information Security Officer on privacy and cyber risk management.
Plans and reviews the ERM department's strategic plan and supervises ERM staff and activities.
Manages insurance programs, including risk financing options and contract indemnification terms; coordinates with counsel on claims and negotiations.
Presents to executive leadership and delivers trainings on ERM programs and risk mitigation; tracks and reports ERM data.
Other duties as assigned.
Note: The percentages listed are estimates and may change based on departmental needs. The Director of Enterprise Risk Management is expected to perform related responsibilities as needed to develop and manage the ERM program and department effectively.
Minimum Qualifications Bachelor's degree from a regionally accredited institution in a field such as occupational or environmental health, emergency management, legal studies, insurance, risk management, organizational leadership, sustainability, business or public administration, or related field, plus six (6) years of professional-level risk management experience including two (2) years of supervisory experience.
Or an equivalent combination of education and/or experience that enables the essential duties to be performed.
Desired Qualifications
Six (6)+ years in enterprise risk management with at least two years in a leadership role.
Experience developing and implementing an ERM framework and conducting risk assessments.
Experience in a large, complex organization with proven leadership and influencing abilities.
Five (5)+ years supervising paid employees.
Five (5)+ years managing insurance risk programs and claims management.
Master's degree or other advanced degree in a relevant field.
Professional certification in Risk Management (e.g., RIMS-CRMP, CRM, or similar).
Special Working Conditions In-person at District Office with some hybrid work. Requires evening meetings and emergency response after hours or on weekends. Requires a valid Class D Arizona driver's license and successful completion of MCCCD's Defensive Driving training.
