Job Summary
As a Technical Data Analyst with Minnesota IT Services (MNIT) and the Minnesota Department of Natural Resources (DNR), you will provide high-level technical data stewardship, analysis and support for the DNR's Electronic Licensing System (ELS). The ELS database contains records of all recreational fishing/hunting/trapping licenses, ski and trail passes, and recreational vehicle registrations purchased within the State of Minnesota. This data, often reported by the media, is essential for decision-making by DNR managers, researchers and the MN Legislature.
You will fulfill regular and ad-hoc requests for ELS data to a variety of customers statewide. Key tasks include querying, verifying, analyzing, documenting and reporting ELS data to customers such as DNR staff, professional partners, the media, MN Legislature and citizens. You will ensure accuracy of the data being distributed, as well as compliance with MNIT DNR data governance and data security policies.
You will provide a high level of customer service to the DNR License Center within a fast-paced and changing environment, as well as IT support to all aspects of data management (i.e., databases, reporting, QA/QC, MNIT standards and security). You will also help DNR transition from the legacy ELS to a new modernized ELS system. This activity includes learning the differences between the two systems and translating existing processes from the old system to the new.
This position requires an employee to be onsite at? Lafayette Road, Saint Paul, Minnesota at least 50% of the time, with some opportunity to perform work from a telework location.

This position requires a minimum of three (3) years of experience in data management/stewardship, data analysis or a related technical role .
Experience must include:
Relational database (RDMS) technology, including data structures, design principles and standards, database diagrams (ERD, PDM), reporting and analysis tools. SQL experience with the ability to query databases based on database diagrams and relational documentation, and experience developing data products (i.e., queries, reports, data summaries, trend analyses), and fulfilling and delivering custom data requests in a variety of formats. Working with programming languages, such as Python, or bash, and experience defining automated processes. Working with desktop productivity tools and common application software (e.g., Microsoft suite). Knowledge of data protection methods and secure data transfer protocols to work with non-public data (e.g., sFTP, .zip archive, encryption/decryption, 2-factor authentication) Ability to deliver effective verbal or written messages that facilitate a mutual understanding on both parties. Customer service skills that include active listening, empathy, and problem-solving. A master's degree in Information Technology or an IT related field substitutes for three (3) years of experience, OR an IT related bachelor's degree substitutes for two (2) years, OR an IT related associate's degree substitutes for one (1) year.
Preferred Qualifications
Experience working with large, relational database systems at an enterprise level (e.g., Oracle, SQL Server). Experience with common data reporting platforms (e.g., Crystal Reports, R). Experience developing with automation software (e.g., Microsoft Power Apps). Experience developing with Business Intelligence (BI) software (e.g., Microsoft Power BI, Tableau).
