Position Overview

The IT Project Manager Journeyman is responsible for planning, initiating, executing, and overseeing IT projects supporting the U.S. Coast Guard ALC ISD mission. This role acts as the primary liaison between business stakeholders and technical teams, ensuring project objectives, deliverables, and milestones are met in line with contract requirements. The IT Project Manager will lead cross-functional teams, monitor progress, enforce standards, and manage costs and schedules, ensuring compliance with the full systems development life cycle. Key Responsibilities

Lead and manage technical teams executing IT projects, ensuring alignment with organizational goals and contract specifications. Serve as a liaison between business users and technical staff to capture and refine requirements and deliver functional IT solutions. Plan and manage all phases of the systems development life cycle, including design, development, testing, implementation, and maintenance. Establish and monitor project schedules, milestones, and budgets; provide updates through reports and briefings. Approve documentation standards, feasibility assessments, system specifications, and policy recommendations. Oversee the creation and execution of Program Management Plans and Technical Specification Plans. Implement change management strategies and process improvements to enhance efficiency and stakeholder satisfaction. Support system enhancements and new initiatives by evaluating business needs and aligning solutions. Supervise personnel and manage daily project tasks to ensure timely delivery and contract compliance. Job Requirements

Minimum Education and Qualifications

Bachelors or Associate degree in Computer Science, Math, IT, Engineering, Business Management, or related field; or an IT Certification such as PMP. (Two years of experience may substitute for one year of education.) Required Experience and Skills

Minimum of two (2) years of experience providing technical direction and project management on IT systems or integration projects. At least one (1) year of supervisory experience leading technical teams. Minimum of two (2) years of experience with change management and process improvements. Familiarity with all phases of SDLC. Ability to manage technical and functional teams collaboratively while meeting cost, schedule, and performance goals.
