Job Summary
As a Labor Relations Consultant for Minnesota IT Services, you will contribute to the advancement of the agency's mission, vision and objectives by performing a variety of advanced professional personnel management functions and services. This position provides assistance to the Labor Relations Manager, and the Human Resources Director to administer the functional responsibilities of the department to include:
Consult, advise and recommend customer-centric, value-added solutions to employees and management on a range of employee relations matters including performance management, contractual issues, and policy compliance, complaint and grievance handling, and employment investigations. Regularly track, document, and utilize case management system to manage employee relations incidents and activities. Participate in research and analysis of information to create, revise, and/or implement employment policies and procedures. Ensure application of personnel rules, contract language, compensation plans, state and federal laws, MN statutes, and all required rules, regulations, standards, and procedures. Prepare and conduct training on employment laws and various human resource related areas. Develop and maintain relationships with executive management, managers and supervisors, outside agency partners, and with labor union leadership. This position requires an employee to be onsite at 600 Robert St N, St Paul, Minnesota at least 50% of the time, with some opportunity to perform work from a telework location.
Telework for Minnesota IT Services is available on a limited basis. Employees will be required to meet current telework eligibility requirements.

Three (3) years of advanced professional HR experience assisting managers and supervisors in a consulting role that includes the following:
Union contract administration and interpretation. Experience and/or consultation on performance management, discipline, and grievances to include coaching on giving constructive feedback. Experience participating in or consulting on employment investigations and appropriate corrective action to management. Administration of pertinent state and federal employment laws (MS Chapter 43A, PELRA, ADA, FLSA, FMLA, EEOC, Human Rights Act, I-9, Immigration Law, Worker's Compensation, MN Unemployment, Administrative Procedures). Experience in analyzing complex situations, identifying practical solutions, and collaborating with stakeholders to improve processes and deliver measurable, value-added outcomes. Ability to deliver effective verbal or written messages that facilitate a mutual understanding on both parties. Customer service skills that include active listening, empathy, and problem-solving. Bachelor's degree in Human Resources or related field may substitute for one (1) year of experience.
Preferred Qualifications
Bachelor's degree in Human Resources or related field, with experience in public sector human resources. Strong knowledge of personnel laws, rules, administrative procedures, and their application in areas such as classification, recruitment, selection, and labor relations. Experience designing and delivering impactful training programs for employees and leadership coupled with strong project management skills to ensure effective planning, execution, and evaluation. Excellent oral and written communication skills with the ability to clearly convey information and build constructive, respectful relationships across all organizational level. Demonstrate professionalism, active listening, empathy, and neutrality especially in handling sensitive or emotionally charged situations and make sound judgement. Proven record of professional accomplishments or achievements supporting an organization and its employees. Ability to work independently and collaboratively while effectively using technology for documentation, analysis, tracking, and reporting. Experience with HRIS systems and case management systems such as LaborSoft. Additional Requirements
