The Kentucky State Treasury is a watchdog for taxpayer dollars. The State Treasury is a small state agency comprisedof three divisions, each of which has its unique and vital role in the fiscal operation of the Commonwealth. The job responsibilities of this position work to safeguard Unclaimed Property assets that have been reportedto the agency for safekeeping and reuniting owners with those assets. The primary job responsibilities of thisposition administer the holder reporting function of the Unclaimed Property program per statutes, regulations,and internal policies. The job tasks to carry out this responsibility include verifying reports submittedthrough the Online Holder Reporting Tool. Of holder reports in the Unclaimed Property System 2000 database andbalance with incoming receipts. Ensure the accuracy of proper codes, data fields, and owner information in thedatabase. Contact holders regarding any discrepancies encountered upon submission of reports. Process allincoming checks by creating cash receipts (CR) in the state accounting system, eMARS. Import and add receiptsto the report and submit through the Online Holder Reporting tool. Ensure the security of the property andchecks received from holders. Process holder invoices for payment. Maintain reports per internal policies.
Perform an inventory of safe deposit box contents submitted to the agency by safeguarding assets in the vault.Assist with verifying the reported detailed description of each property in the UPS2000 database to providesearchable information for the property to be claimed. Process and maintain records of Interest-bearingaccounts reported to Unclaimed Property. Generate reports annually to submit to the Financial Institutions offunds to be submitted to the Unclaimed Property Division. Maintain records and update the UPS2000 databasewhen notified by Financial Institutions that accounts have been paid.
In addition to Holder Reporting functions, assist the Claims Section by processing unclaimed property claimsper statutes, regulations, and internal policies for straightforward claims. Other job responsibilitiesinclude generating, reviewing, and issuing payments to constituents.
Sharing the responsibility of the call center for the Unclaimed Property program. The call center assistsconstituents with inquiries, claiming property that is rightfully theirs, and other questions regardingunclaimed property. The call center provides an opportunity to assist individuals by returning money to themthat they often did not know existed. This job responsibility can be rewarding as it brings joy when someoneexpresses their appreciation for the customer service you have given during the claims process. Other benefitsof the job are the teamwork and cooperation demonstrated by the staff when the team pulls together during busytimes to carry out the mission of the unclaimed property program.
The agency participates in the Commonwealth benefit plans, including options to enroll in Health InsurancePlans, Life Insurance Plans, Retirement Benefits, Paid Holidays, and optional Deferred Compensation plans.Professional development opportunities are easily accessible in the Commonwealth U online education andtraining system.
Responsibilities may include, but are not limited to: Initiating, reviewing, and approving straightforward claims per Kentucky statutes and regulations. Process and maintain records of Interest-bearing accounts reported to Unclaimed Property. Answering phones to assist callers with inquiries concerning Unclaimed Property. Create Cash Receipts (CR's) in the state accounting system (eMARS). Process incoming holder reports and checks in UPS2000. Performing inventory of safe deposit box contents. Processing incoming mail. Minimum Requirements
EDUCATION: Graduate of a college or university with a bachelor's degree.
EXPERIENCE, TRAINING, OR SKILLS: Three years of professional, administrative, or business experience.
Substitute EDUCATION for EXPERIENCE: Additional education will substitute for the required experience on a year-for-year basis.
Substitute EXPERIENCE for EDUCATION: Additional administrative, business, research, and/or clerical experience will substitute for the required education on a year-for-year basis.
SPECIAL REQUIREMENTS (AGE, LICENSURE, REGULATION, ETC.): NONE
Working Conditions
Incumbents working in this job title primarily perform duties in an office setting.
Probationary Period
This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
