Sr. Capital Projects Coordinator (Term Limited Temporary)

Seattle Parks and Recreation (SPR) is seeking a Sr. Capital Projects Coordinator (Sr. Project Manager) with experience utilizing Alternative Public Works Contracting (RCW 39.10). SPR is currently working on multiple major community center projects with significant budgets, for example: Green Lake Community Center ($59M total budget), Lake City Community Center ($39M total budget), Loyal Heights Community Center ($30M total budget), Queen Anne Community Center ($23M total budget), and a decarbonization package for 5 facilities ($12M) to be completed by 2028. SPR is piloting GC/CM and other Alternative Public Works Contracting methods for the benefits they offer for such projects. This position is a benefited, term-limited temporary role that will last up to three years of full-time service. The Sr. Capital Projects Coordinator (CPC) is a critical member of the Project Development Group within the Planning and Capital Development Division (PCD) of Seattle Parks and Recreation. SPR manages 6,414 acres of park land and more than 485 parks and open spaces with facilities including community centers, pools, environmental learning centers, and more. The CPC works with a team of project managers, engineers, landscape architects, planners and administrative staff to deliver projects within scope, budget, and schedule. Job Responsibilities Coordinate the planning, design and construction processes for capital improvement projects for SPR facilities, with a focus on projects utilizing Alternative Public Works Contracting (RCW 39.10). Oversee projects from initial phases through completion. Some projects will have a planner lead during community outreach and early design. Participate in early planning to build a strong project team that contributes throughout the project duration. Manage multiple projects simultaneously in various phases. Ensure adherence to approved scope of work, maintain and update budgets and schedules for all assigned projects. Utilize project management software, Procore, and MS Office for multiple processes. Follow City guidelines to select design consultants; negotiate, prepare and administer consultant contracts. For projects using Alternative Public Works methods, prepare and submit IRC applications for approval and coordinate with the City’s administrative department on contractor procurement. Coordinate design reviews with consultants and internal staff; lead constructability reviews and value engineering during design with contractor and design teams for APW projects. Scope out and obtain required supplemental documents and reports (e.g., surveys, environmental reviews, geotechnical reports, SEPA checklists, stormwater testing, historical surveys). Identify necessary permits and facilitate permitting processes. Coordinate bidding and contract awards and administer construction processes through closeout. Ensure project objectives are met and that projects are constructed to Parks Department standards. Act as departmental representative with other City departments, outside agencies, groups, and the public to achieve project goals and comply with regulations. Respond to public requests for information and updates, and manage stakeholder communications in a timely manner; coordinate with Public Information Officer on public outreach and RSJI initiatives. Qualifications Required Qualifications: Minimum of four years of project or construction management experience and a bachelor’s degree in Landscape Architecture, Architecture, Construction Management, Engineering, Business Administration, Urban Planning or a related field (or equivalent combination of education/training/experience). Minimum of two years’ experience managing projects utilizing Alternative Public Works Contracting (RCW 39.10), including GC/CM, Design-Build, CMAR, or similar methods. Working knowledge of engineering/architectural design principles, estimating techniques, project accounting, construction methods and project management principles. Current Washington State Driver's License or equivalent mobility. Desired Qualifications: Three years of direct GC/CM experience on complex public works projects. Three years of computer use with competence in Adobe products, project management software, social media; ability to quickly learn project-management software for construction management. A professional license in one of the related disciplines. Three years of experience in public outreach and engagement. Three years of construction management experience with various public works projects in a governmental setting. Strong familiarity with construction methods and contracting; proactive problem solving; ability to work independently. Ability to manage multiple tasks in a fast-paced environment. Proficiency in social media, Adobe programs, and Microsoft Project; ability to communicate in a multicultural environment. Positive, team-oriented attitude. The full salary range for this position is $61.94 - $72.26 per hour.
