We have an immediate opening for a Manpower/Manning Analyst to join our team. This position will provide an opportunity to work closely with SCSTC N1 to develop and evaluate technical solutions in support of training and deployment of naval combat systems capability. Kitty Hawk employees work closely with our customers to develop solutions that support national engineering and security missions. The ideal candidate will support our team in providing program support to the Department of Defense (DoD). Overview Kitty Hawk Technologies is currently seeking a Manpower/ManningAnalyst who will support the Admin Department (N1) of the Surface Combat Systems Training Command (SCSTC) on government site in Dahlgren, VA.

Responsibilities

Review, update, and evaluate Navy Training Management and Manpower databases such as Total Force Manpower Management System (TFMMS), Corporate Enterprise Training Activity Resource Systems (CeTARS), and Fleet Training Management Planning System (FLTMPS) to determine manpower requirements

Analyze activity manpower documents such as Activity Manning Documents (AMD)

Analyze data and detect trends as well as summarize findings, draw conclusions and develop presentations

Assist in the annual review of training and manpower requirements in support of the Program Objective Memorandum (POM) process

Requirements

Must have a High School diploma and at least 4 years of experience and detailed knowledge of the U.S. Navy Manpower and Manning programs and regulations

Must have an in-depth working knowledge of the Total Force Manpower Management System (TFMMS), Fleet Training Management Planning System (FLTMPS), My Navy Assignment (MNA), and other manpower and manning programs

Must be knowledgeable of the Program Objective Memorandum (POM) process

Must have knowledge of the United States Navy requisition system, Priority Manning and all other Manning forms and processes

Skilled in the use of Microsoft Office tools for daily operations, with strong emphasis on Excel-based data handling and reporting

Ability to obtain and maintain a SECRET DoD clearance - U.S. Citizenship is required

Desired Skills

Hands-on experience conducting billet-level alignment and PMAP analyses to support optimal workforce configuration and long-term personnel planning

Perform complex tasks in Excel, such as building multi-step formulas, designing PivotTables, and applying data integrity checks to ensure accuracy across large and evolving datasets

Experience in designing Power BI visualizations and dashboards that convey key performance indicators, manpower utilization, and readiness metrics to command leadership

Ability to utilize AI-supported data initiatives, including streamlining repetitive analysis processes and applying automation to enhance forecasting accuracy for training and personnel requirements

Ability to interpret data using Excel, Power BI, and AI to support manpower planning and readiness
