Overview
Manpower/Manning Analyst with Security Clearance at Kitty Hawk Technologies. This full-time position supports the Admin Department (N1) of the Surface Combat Systems Training Command (SCSTC) on a government site in Dahlgren, VA. The role involves providing program support to the DoD and collaborating with SCSTC N1 to develop and evaluate technical solutions for training and deployment of naval combat systems capability. Responsibilities
Review, update, and evaluate Navy Training Management and Manpower databases such as Total Force Manpower Management System (TFMMS), CeTARS, and FLTMPS to determine manpower requirements Analyze activity manpower documents such as Activity Manning Documents (AMD) Analyze data, detect trends, summarize findings, draw conclusions, and develop presentations Assist in the annual review of training and manpower requirements in support of the Program Objective Memorandum (POM) process Requirements
High school diploma and at least 4 years of experience with detailed knowledge of the U.S. Navy manpower and Manning programs and regulations In-depth working knowledge of TFMMS, FLTMPS, My Navy Assignment (MNA), and other manpower programs Knowledge of the POM process Knowledge of the United States Navy requisition system, Priority Manning, and related Manning forms/processes Strong Microsoft Office skills with emphasis on Excel-based data handling and reporting Ability to obtain and maintain a SECRET DoD clearance (U.S. Citizenship required) Desired Skills
Experience with billet-level alignment and PMAP analyses for workforce optimization Advanced Excel skills (formulas, PivotTables, data integrity checks) Experience designing Power BI visualizations and dashboards for KPIs, manpower utilization, and readiness metrics Ability to apply AI-supported data initiatives to streamline analysis and improve forecasting Ability to interpret data using Excel, Power BI, and AI for manpower planning and readiness Travel
