City Government and the Finance Department The City is a general law city and operates under the Council-Manager form of city government, with a five-member City Council. The Mayor is elected at large, and Council members are elected based on geographic districts. Council members serve staggered four-year terms.
The City provides a full range of municipal services, including police, public works, planning, building and safety, recreation, library, animal care and control, community improvement, and economic development. The City contracts with other governmental entities, private firms, and individuals to deliver specific services, including police services provided by the San Bernardino Sheriff’s Department. Fire services are provided by the Rancho Cucamonga Fire Protection District, a legally separate entity, but are included within the City’s reporting entity and financially managed by the City’s Finance Department.
For the Fiscal Year 2022-23, the City’s total budgeted operating expenditures, consisting of the City’s General and Library Funds and Fire District operating funds, was $167.8 million. The total budget for all funds is $352 million. There is an allocated 527 full-time and 136 part-time positions budget for the Fiscal Year 2022-23. City operations are headed by the City Manager, who oversees an executive management team. Finance is under the Administrative Services Department, which includes Human Resources, Procurement, and the Department of Innovation and Technology.
The Finance Department includes five divisions: Accounting and Financial Reporting, Budget Management, Business Licensing, Revenue Management, and Special Districts. Within Finance, there are 24.5 full-time equivalents. The Deputy Director of Finance is anticipated to be directly responsible for Accounting and Financial Reporting division; however, the Deputy Director of Finance could also be requested to oversee other divisions.
The Position and Ideal Candidate The Deputy Director of Finance reports to the Finance Director and is responsible for the general ledger and financial reporting preparation, including year-end audits, internal controls, grant tracking & reporting, and preparation of internal reports and presentations. The Deputy Director of Finance will oversee three staff, including a Principal Accountant and two Senior Accountants. The Deputy Director of Finance will provide general guidance for and to their subordinate staff.
Operationally, this position will focus on maintaining General Ledger and the timely completion of monthly, quarterly, and year-end financial reporting (the ACFR). A key priority will be the Finance Department’s migration to upgrade and update the City’s financial ERP to Workday and foster innovation and new processes. An additional area of attention is the need for reporting and analytical development as the Finance Department begins to capture more data and leverage new and existing technology. The projected implementation date for the new system is early 2024.
The ideal candidate will have a strong finance background with public sector expertise in all areas of accounting. They will have a positive, friendly, and flexible interpersonal style and the ability to adapt and adjust to a dynamic, hands-on, and active work environment. A creative problem solver with a track record of effective leadership, with strong analytical skills coupled with results orientation, will be essential in this role. The customer service focus will be important as timely reporting with financials, expenses, and other financial areas will benefit the City’s operating departments. Expertise in using and leveraging financial software systems to improve reporting and flow of information to City departments and integration would also be highly valued.
While providing leadership to the finance team, the Deputy Director of Finance will be an engaged, active, and participative member for continuous improvement in the Finance Department. In working with the City departments and executive team, they will operate in a collaborative and team-oriented fashion. A spirit of partnership with the ability to influence and provide positive guidance to peers and staff will be essential to this role. In interactions with the City Council and the public, the desire is to provide insightful financial information related to budgets, financial reporting, and other relevant financial topics. Effective written and public speaking skills with the ability to present complex financial information in an informative, non-technical manner will be critical to this role.

Seven years of professional and technical governmental accounting experience is required, including at least five years in a supervisory capacity in municipal finance; and additional coursework or professional certification in a related field.
Knowledge, Skills and Abilities: Knowledge of advanced principles and practices of general and governmental accounting, municipal finance, budget preparation and monitoring, cash flow and revenue forecasting; laws regulating public finance and fiscal operations; fiscal record keeping, payroll, cashiering, business licensing, journal entries, accounts receivable, accounts payable, transient occupancy tax and billing; accounting and financial record-keeping principles, procedures and methods and their application to projects and activities; principles and practices of payroll administration including federal and state payroll tax reporting requirements; principles and practices of employee supervision, training, evaluation, motivation and discipline; applicable federal, state and local laws, codes and regulations; automated financial management and accounting systems; techniques used in dealing with the public and customer service.
