Overview

The New York City Police Department is seeking a highly skilled Business Analyst to join the Personnel Bureau's Business Process Improvement Unit to support the Director in driving strategic business process improvements across the agency’s HR functions. By leveraging Lean Six Sigma, project management methodologies, and advanced technology, the unit aims to optimize HR services and improve employee experience, retention, and organizational performance.

Responsibilities

  • Utilize a data-driven DMAIC (Define, Measure, Analyze, Improve and Control) framework to improve business processes.
  • Assist in defining operational issues, improvement activities, project goals, and customer requirements.
  • Measure process performance by creating process maps and documenting activities within a business process.
  • Assess whether a process meets specifications and analyze root causes of operational problems.
  • Conduct research to determine root causes by gathering feedback from operational users.
  • Improve process performance by addressing and eliminating root causes and implementing changes.
  • Document the improved process with Standard Operating Procedures (SOPs) to ensure ongoing performance.
  • Monitor process behavior using analytical tools and identify and resolve issues in internal systems.

Minimum Qualifications

  • Assignment Level I: Master’s degree from an accredited college or university in physical, biological, environmental science, or public health.
  • Assignment Level II and above: Doctorate in a relevant field with one year of supervisory/administrative/research experience; or Master’s degree with three years of relevant full-time experience; or equivalent combinations as described. All candidates must have at least a Master’s degree and two years of related experience. Two years as City Research Scientist Level I may substitute for some experience.

Preferred Skills

  • Strong foundation in business analysis, project management, and process optimization with a focus on improving efficiency, service delivery, and alignment of HR processes with agency goals.
  • Analytical, problem-solving, and organizational skills.
  • Experience with Agile or Waterfall project methodologies; knowledge of HR processes, systems, and HRIS tools.
  • Excellent communication and stakeholder engagement abilities; ability to work independently and in cross-functional teams.
  • Lean Six Sigma or PMP certification is a plus; 5+ years in business analysis, process improvement, or project management, preferably in HR or the public sector.
  • Experience supporting initiatives using Lean Six Sigma, Agile, or similar; familiarity with HR systems (payroll, onboarding, performance, HRIS); IT-related project experience preferred.

Location and Schedule

Work location: 1 Police Plaza

Hours/Shift: Monday–Friday, 9:00 AM – 5:00 PM

Additional Information

Residency: New York City residency is generally required within 90 days of appointment. City employees in certain titles may reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. Please discuss with the agency representative at the time of interview to determine applicability.
