POSITION SUMMARY:
This position supports the work of the Y, a leading nonprofit committed to strengthening community through youth development, healthy living and social responsibility. The Licensing Coordinator position is responsible for ensuring that all youth development programs - including licensed childcare and camp - operate in full compliance with applicable regulatory requirements and internal YMCA standards. Working closely with the Licensing Specialist, the Licensing Coordinator plays a critical role in promoting child safety, program quality and operational accountability across all YMCA sites.

Knowledge of licensing laws and regulations that govern child care as set forth by the Maryland State Department of Education Office of Child Care and Maryland Department of Health. Excellent communication skills, with the ability to provide feedback clearly and professionally. Ability to accurately and effectively manage time-sensitive tasks that are detail-specific. Strong organizational skills. Proficient in MS Office, with an ability to adapt to YMCA systems. Self-motivated with the ability to work independently and collaboratively. Ability to write reports and business correspondence. Ability to effectively present verbal and written information to a broad group of people, including staff and community members at every level. Ability to define problems, collect data, establish facts, and draw valid conclusions as well as exercise professional judgment in evaluating before making recommendations and/or decisions and maintain all information in strict confidence. Ability to work effectively in a team environment. ESSENTIAL FUNCTIONS:
At Licensing Specialist direction, conducts both scheduled and random center safety inspections, utilizing checklist to ensure compliance with the Code of Maryland Regulations (COMAR) statues and policies, Maryland State Department of Education (MSDE) Office of Child Care, Maryland Department of Health (MDH) and YMCA policies and procedures. Analyze inspection results, compile findings, and prepare reports detailing compliance status and any required corrective actions. Serves as the liaison with MSDE Office of Child Care Specialist under the direction of and coordination with the YMCA Licensing Specialist, submitting documentation as needed. Maintains recordkeeping system of staff professional development/training certifications, alerting leadership of upcoming expirations or renewal needs. Support completion and submission of compliance documents such as staffing patterns, new hire/termination forms, and other regulatory paperwork at the direction of the Specialist. Knowledgeable of procedures and practices which ensure safe and sanitary conditions at child care facilities. Ability to exercise good judgement and discretion in the interpretation and application of MSDE Office of Childcare and Maryland Department of Health camp regulations, providing onsite technical assistance and onsite support to staff on these best practices. Works closely with the Licensing Specialist to assure staff training records, personnel files, licensing documents and compliance records are up to date and entered into supporting databases. Follows the state and federal regulations pertaining to child abuse and neglect, and maintains strict confidentiality of all information. Attends all workshops and meetings as deemed necessary by the immediate supervisor. Maintains strict confidentiality with respect to children, families and staff in accordance with established policies and procedures. Promote a culture of safety, professionalism and accountability aligned with the YMCA core values. Perform additional duties as assigned. Qualifications
QUALIFICATIONS/REQUIREMENTS:
Must be 21 years of age. Minimum requirement is an Associate degree in Early Childhood Education, Public Health, Compliance, or other closely related field; Bachelor's degree preferred. Minimum of 1 year experience in licensed childcare, youth programming or compliance/health/safety roles. Knowledge of MSDE Office of Child Care regulations, COMAR 13A and Youth Camp standards. Experience in site audits, regulatory inspections or compliance monitoring. YMCA CERTIFICATES/TRAININGS:
Blood borne Pathogen Training Code of Conduct Training Active Supervision Training CPR, AED, and First Aide Certifications Acceptable screening results to include comprehensive background check and initial health exam Must have a valid driver's license and be insurable by the YMCA insurance carrier and have a Motor Vehicle Record acceptable to the YMCA WORK ENVIRONMENT AND PHYSICAL DEMANDS:
Frequent travel between YMCA program sites is required. Exposure to communicable diseases and bodily fluids. Position may require bending, leaning, kneeling, and walking; must be able to lift or carry up to 50 lbs. Ability to speak concisely and effectively communicate. Visual and auditory ability to respond to critical situations and physical ability to act swiftly in an emergency. Work is performed in classroom settings as well as at outdoor campsites. Noise level in work environment may be moderate to loud. Evenings and weekend work will occasionally be required.
