Overview
Deputy Chief Information and Technology Officer (Project Management). The Deputy Chief Information and Technology Officer (DCITO) position involves operational and tactical planning, development, evaluation, and coordination of the organization's information and technology systems, ensuring the continuous delivery and operation of integrated information systems. This role is primarily charged with the operational side of the technology department, including shared technical services (infrastructure), data and application technology, intelligent transportation systems (OT), IT asset management, and IT business operations. The Deputy Chief Information and Technology Officer reports directly to the Chief Information and Technology Officer (CITO), serving as the CITO's delegate during their absence, and supports the CITO in creating and maintaining collaborative relationships with internal and external stakeholders to optimize core IT services. Duties & Responsibilities: ESSENTIAL: Senior Leadership and Consultation Provide senior leadership and oversight to divisions/business units in data and application technology, shared technical services, ITS, asset management, and IT business operations. Lead the development and implementation of annual business plans that support the strategic technology objectives of a multi-model transit agency. Collaborate with internal stakeholders to identify, design, and execute strategic initiatives aligned with the Agency's strategic plan. Participate in annual budget planning and work with department budget holders to ensure accurate forecasting and expense management for areas of accountability. Develop and maintain enterprise IT policies and procedures to protect IT assets and ensure information security, privacy, and integrity. Cultivate a culture of excellence, inclusion, diversity, belonging, and accessibility. Assist the CITO in evaluating, selecting, implementing, and maintaining information systems, including cost-benefit analysis and risk assessment. Communicate IT plans, policies, and technology trends across the organization and manage relationships between IT resources and internal/external customers. Assist in enterprise-wide business recovery planning with cybersecurity to ensure timely restoration of IT services in a disaster. People Power Management Recruit, interview, hire, assign work, train, coach, and counsel staff to ensure consistent application of Employee Guidelines and procedures. Conduct performance reviews and accountability for responsibilities. Foster a culture of safety and compliance with all laws and regulations. Bachelor's degree in Business, Computer Science, Data Processing, Computer Engineering, Networking or related field. Minimum seven (7) years of senior-level management experience, including large complex budgets, IT strategy, and leading large projects or major IT areas (infrastructure, cybersecurity, applications, technical services, or architecture). Minimum five (5) years in a public sector or other highly regulated entity. Minimum five (5) years in information technology management/administration in one or more of the following disciplines: applications and system development, radio/CAD/AVL management, infrastructure management (on-premises and cloud), IT Asset Management. Preferred Qualifications: Master's degree in related fields. Supervisory experience in public transit or similarly regulated industry; procurement and budgeting experience in public transit or similar industry. Certifications such as LeanIT, PMP/CSM/ITIL/CISSP or CGCIO/CGCTO or equivalent. Knowledge, Skills and Abilities: Experience planning and managing large software development projects and coordinating in-house and contracted resources. Proficiency with enterprise server hardware, OS, development tools, security systems, data centers, and distributed operations. Proficiency with IT virtualization and green technologies. Proficient with Microsoft Office Suite; strong written and verbal communication. Ability to manage multi-million-dollar budgets and large projects; effective time management and prioritization. Ability to exercise sound judgment and make informed decisions. Working Environment and Physical Requirements: The work environment is typical of an office setting with minimal exposure to excessive noise or environmental issues.
