The Deputy Chief Information and Technology Officer (DCITO) is responsible for operational and tactical planning, development, evaluation, and coordination of the organization\'s information and technology systems to ensure the continuous delivery and operation of integrated information systems. This role oversees the operational side of the technology department, including shared technical services (infrastructure), data and application technology, intelligent transportation systems (OT), IT asset management, and IT business operations. The DCITO reports directly to the Chief Information and Technology Officer (CITO) and serves as the CITO’s delegate in their absence, supporting collaboration with internal and external stakeholders to optimize core IT services. Essential Duties & Responsibilities Provides senior leadership and oversight to divisions/business units in data and application technology, shared technical services, intelligent transportation systems, asset management, and IT business operations. Leads the development and implementation of annual business plans that support the strategic technology objectives of a multi-model transit agency. Collaborates with internal stakeholders to identify, design, and execute strategic initiatives aligned with the Agency’s strategic plan. Participates in the annual budget planning process and collaborates with department budget holders to ensure accurate forecasting and expense management for areas of accountability. Develops and maintains enterprise IT policies and procedures to protect IT assets and ensure information security and privacy. Cultivates a culture of excellence, engagement, inclusion, diversity, belonging, and accessibility. Assists the CITO in evaluating, selecting, implementing, and maintaining information systems, including cost-benefit analysis and risk assessment to balance cost and risk. Communicates IT plans, policies, and technology trends across the organization and fosters relationships between IT resources and customers. With the cybersecurity division, assists in enterprise-wide business recovery planning and execution to ensure timely restoration of IT services in a disaster. People Power Management Recruits staff, conducts interviews, hires, assigns work, trains, coaches, and counsels to ensure consistent application of guidelines and procedures. Conducts performance reviews and ensures accountability for responsibilities. Fosters a safety-focused culture and compliance with applicable laws and regulations. Other All job-related duties as assigned. Qualifications Bachelor’s degree in Business, Computer Science, Data Processing, Computer Engineering, Networking or related field. Minimum of seven (7) years of senior-level management experience with large budgets, IT plans/strategies, and leadership of large projects or major IT areas (infrastructure, cybersecurity, applications, technical services, or architecture). Minimum of five (5) years in a public sector or highly regulated entity. Minimum of five (5) years in information technology management/administration in one or more of the following disciplines: applications and system development; radio/CAD/AVL management; infrastructure management for on-premises and cloud architecture; IT asset management. Preferred Qualifications Master’s degree in computer science, information technology, business management, information systems, or related field. Supervisory experience in a public transit or similarly regulated industry. Procurement and budgeting experience in a public transit or regulated industry. Certifications such as LeanIT, PMP or CSM, ITIL, CISSP, CGCIO/CGCTO or equivalent. Knowledge, Skills and Abilities Plan and manage large software development projects with in-house and contracted resources. Proficiency with enterprise server hardware, operating systems, development tools, security systems, data centers, and distributed operations. Proficiency in IT virtual technologies and green IT initiatives. Proficient with Microsoft Office Suite. Ability to manage multi-million-dollar budgets and large project implementations. Strong time management, planning, organizing, and prioritization skills. Excellent written and verbal communication skills. Sound judgment in decision making.
