Enterprise Architect (Lead)

Sierra7, Inc. This is a TEMPORARY (6 months) full-time position in the Washington, DC area and onsite work will be necessary. Sierra7, Inc. is seeking an Enterprise Architecture (Lead) to join our team and serve as the principal architect and technical strategist for the VA Office of Inspector General (OIG) Enterprise Architecture Modernization initiative. Operating as key personnel, this role will guide the full spectrum of architecture discovery, stakeholder engagement, strategic formulation, and future-state documentation. The EA integrates frameworks such as TOGAF, BizBOK, and DODAF to deliver compliant, traceable, and examiner-readable modernization products aligned to RFQ deliverables and VA guidance. Responsibilities
will include leading the overall technical approach for EA modernization, coordinating architecture strategy across the organization, and guiding stakeholders through architecture discovery and future-state documentation. It also involves validating platform feasibility with the Solution Architect and ensuring EA artifacts meet metadata standards, version control, and accessibility requirements.
Responsibilities
Own the overall technical approach for EA modernization, coordinating architecture strategy across the organization
Conduct discovery sessions, system baselining, and stakeholder interviews to develop the as-is architecture
Lead development of to-be EA views and modernization overlays using TOGAF and BizBOK methodologies
Integrate capability models, TRM maps, and VEAMS crosswalks into a coherent enterprise modernization roadmap
Collaborate with the Solution Architect to validate platform feasibility (e.g., Salesforce, GovCloud, legacy systems)
Ensure EA artifacts meet metadata standards, version control, and 508 accessibility in alignment with VEAR
Liaise with business and technical stakeholders to align EA deliverables with VA mission, operations, and priorities
Support EA sections of the transition plan (e.g., disposition mapping, system drawdown logic, stakeholder impacts)
Interface with Visualization Lead, Dashboard SME, and ISSO Advisor to synthesize strategic outputs into examiner-facing products
Contribute to proposal responses and artifact walkthroughs during COR/CO engagement
Requirements
Strong knowledge of TOGAF (certification preferred)
Working knowledge of BizBOK and DODAF frameworks
Proven track record delivering capability models, TRM overlays, and strategic EA documentation
Demonstrated experience with FedRAMP-related control modeling and systems alignment
Strong stakeholder communication and workshop facilitation skills across technical and executive audiences
Experience with EA modeling tools (UNICOM Systems Architect, ServiceNow EA Suite, Visio, Miro)
Experience using documentation platforms (Confluence, SharePoint, PowerPoint)
Experience with Cloud and integration environments (ServiceNow, Salesforce, AWS GovCloud, Azure, legacy VA systems)
Must be eligible to obtain a public trust or relevant clearance
Education & Experience
Bachelor’s degree in Engineering, Computer Science, Math, or equivalent (8 years of additional experience may be substituted for education)
Minimum 15 years of relevant experience
ITIL certification a plus
Agile / SAFe certification a plus
Experience working in VA or other Government agency [desired]

The pay range for the states of California, Colorado, Hawaii, Illinois, Maryland, Minnesota, New York, Washington, and the District of Columbia is: $170,000 - $205,000 USD
