Administrative Specialist I (13327, Grade 18)
Maryland-National Capital Park and Planning Commission . The role is within the Natural and Historic Resources Division (NHRD) of the Prince Georges County Department of Parks and Recreation, which manages natural areas, trails, nature centers, a farm, waterfront parks, historic sites, and museums. This position provides administrative support to the Division Office, sites, and supporting units, under the Administrative Supervisor. The incumbent will perform analytical work including financial projections and analysis: procurement management; contracts and use agreements; training and travel; recruitment. We are seeking a highly skilled, dynamic professional who can balance multiple requests, meet target dates, and demonstrate effective communication and Microsoft Office proficiency. Responsibilities
Manages divisional contracts and use agreements, including initiating, routing, and processing payments, ensuring that all purchasing procedures are followed. Assists with preparing formal bid solicitations, reviews bids, and recommends awards. Manages the requisitions process, purchase orders (
Works with Corporate Procurement and Legal teams to prepare, track and ensure compliance. Maintains connection with Central Purchasing regarding vendors, products, and procedures. Acts as the main point of contact for a division-wide program such as performance awards, training and travel. Tracks and coordinates budget and ensures processes are accurate and timely and aligned with the Divisional budget and Commission policies. Stays informed of developments in functional areas of assignments and changes in guidelines affecting work focus; builds knowledge in assigned domains and related fields. Communicates and interacts effectively with internal and external contacts; establishes and maintains relationships and coordinates to obtain desired results. Collaborates with the Division Chief, Assistant Division Chief, Administrative Supervisor and Coordinators on operational activity and growth. Reviews employees time and attendance in Kronos for accuracy; reports errors to managers and payroll; submits corrections and performs administrative sign-off. Serves as a purchasing agent, creates purchase orders, acts as a purchase card holder, and/or petty cash custodian in accordance with Purchasing Policies and Procedures. Performs technical human resources support work; maintains confidential personnel files; initiates and processes personnel actions, tuition assistance, and related documents. Performs recruitment and selection processes; drafts, reviews, and edits vacancy announcements; assists with screening applications and arranging interviews; conducts orientation sessions for new employees. Reviews work of other Administrative Assistants and maintains accurate records of expenditures for budgeting purposes. Tracks due dates for items such as employee performance reviews, expense reports, mileage logs, etc., and alerts supervisors and staff of pending matters. Maintains confidentiality of sensitive data, including legally protected information and pre-decisional information not subject to public disclosure.
Working Conditions
Works in an office setting; may work outdoors briefly on an incidental basis. Work is primarily sedentary with very light to light physical effort. May be subject to high volume of work and tight deadlines. Qualifications
Bachelor's Degree in Human Resource Management, Finance, Business or related field. One (1) year of experience in human resource management, finance or related area of business administration. An equivalent combination of education and experience may be substituted, totaling 5 years.
