Project Scope

A Business Analyst in this context is expected to have expertise in Business Process Reengineering (BPR), analyzing, redesigning, and optimizing complex business processes to improve efficiency, effectiveness, and customer satisfaction. Roles / Responsibilities
Lead Digital Transformation: Spearhead and significantly contribute to large-scale digital transformation initiatives, identifying opportunities for innovation and designing future-state business capabilities that leverage emerging technologies to achieve strategic organizational goals.
Business Process Reengineering (BPR): Conduct comprehensive analysis of current-state business processes, identify inefficiencies, bottlenecks, and pain points, and design optimized, streamlined future-state processes. Lead efforts to implement reengineered processes, ensuring smooth transitions and measurable improvements in efficiency, cost-effectiveness, and service quality.
Strategic Business Modeling: Develop and maintain robust business architecture artifacts, including current and future state business process models (using BPMN), data models, capability models, value streams, and organizational models. Utilize various modeling tools and notations to effectively communicate complex business concepts to diverse audiences.
Stakeholder Engagement & Requirements Definition: Collaborate extensively with senior leadership, business units, IT teams, and external partners to elicit, analyze, and validate complex business requirements. Translate strategic objectives and user needs into actionable business and functional specifications that guide solution development.
Bridge Business & IT: Act as a critical liaison, ensuring seamless communication and understanding between business stakeholders and technical delivery teams. Articulate business impacts of technical decisions and technical implications of business requirements.
Mandatory Skills 12 years of experience: Progressive experience in a Business Architect role or similar strategic capacity, with a strong emphasis on enterprise-level initiative 12 years of experience: Proven track record of successfully leading or significantly contributing to multiple large-scale digital transformation and business process reengineering projects. Demonstrated ability to drive measurable improvements in operational efficiency and ser 12 years of experience: Demonstrable expertise with MITA (Medicaid Information Technology Architecture), including practical application in complex system environments. Experience with MITA State Self-Assessments (SS-A) is highly desirable. 10 years of experience: Exceptional business modeling skills, with expert proficiency in methodologies and tools such as Business Process Model and Notation (BPMN), Unified Modeling Language (UML), ArchiMate, and strong understanding of enterprise architecture frameworks like TO 10 years of experience: Superior analytical, problem-solving, and critical thinking abilities, with a strong capacity to dissect complex issues and formulate pragmatic solutions. 10 years of experience: Excellent written and verbal communication, presentation, and interpersonal skills, with the ability to articulate complex concepts clearly and persuasively to both technical and non-technical stakeholders at all levels. 10 years of experience: Strong negotiation, facilitation, and conflict resolution skills. 8 years of experience: Bachelor?s degree in Business Administration, Information Technology, Computer Science, or a related field. Master?s degree preferred. 8 years of experience: Demonstrated ability to work successfully with technical and non-technical groups on complex business problems, analyzing and evaluating current business methods and procedures for improvements including exhibiting strong oral and written communications 12 years of experience: Strong preference for direct, hands-on experience with Health and Human Services (HHS) integrated eligibility systems (e.g., Medicaid, SNAP, TANF, CHIP). This includes a deep understanding of federal regulations, state-specific policy nuances, and the mod 10 years of experience: Experience working within a government or public sector environment. 10 years of experience: Relevant certifications such as Certified Business Analysis Professional (CBAP), TOGAF, BPMN, Lean Six Sigma Green or Black Belt. 10 years of experience: Familiarity with Agile and Scaled Agile Framework (SAFe) methodologies.
