The Senior Applications Analyst plays a pivotal role in managing and enhancing enterprise applications that support City operationsparticularly in utilities. This position oversees the administration of key platforms such as Oracle CCS, Itron AMI, PowerClerk, and SCADA interfaces, ensuring system reliability and performance. The analyst leads application projects, conducts business analysis, develops SQL-based reporting, and ensures best practices in testing, documentation, and change management. The role requires strong technical skills, cross-functional collaboration, and a deep understanding of utility systems. Ideal Candidate
The City seeks a technically skilled, collaborative, and solutions-driven Senior Applications Analyst with a passion for optimizing enterprise systems that power utility operations. The ideal candidate is a detail-oriented problem solver with deep expertise in administering, configuring, and supporting mission-critical platforms such as Oracle CCS, Itron AMI, PowerClerk, and SCADA interfaces. Proficient in SQL, data analytics, and system configuration, this candidate ensures optimal system performance and delivers data-driven insights that support strategic planning, operational efficiency, and regulatory compliance. Their analytical mindset is matched by their excellent communication and documentation skills, enabling them to develop clear testing plans, administrative guides, and user manuals while maintaining rigorous change management practices. This individual excels in cross-functional environments, acting as a trusted liaison between Technology Services, staff, and vendors. They possess the ability to translate business processes into scalable, actionable solutionsgathering and validating requirements with precision and a focus on business impact. They are confident in leading small-to-medium sized enhancement and integration projects, the candidate takes a disciplined and proactive approach to project planning, coordination, and execution. They are equally comfortable designing reports and conducting ad hoc data analysis as they are aligning technical strategies with utility operations. Professional certifications such as Oracle Certified Professional (OCP), Project Management Professional (PMP), or SQL Server certification further reflect their commitment to excellence in technology and service. Minimum Qualifications A typical way of obtaining the knowledge, skills and abilities outlined above is graduation from a four-year college or university with a major in geographic information systems, geography or a closely related field OR, equivalent related work experience; and at least five years of progressively responsible experience performing applications analysis and design, installing and maintaining computer systems and applications in conformance with business and technical requirements; or an equivalent combination of training and experience.

Technology Services is responsible for the centralized design, maintenance, security and support of the Citys communication infrastructure, computer network, telephone/radio systems, and applications to ensure the continued viability and sustainability of citywide technology assets, including computer hardware, software, networks, telecommunications, and audio/visual equipment.
