GIS Manager

The City of Naples is seeking a GIS Manager to direct the activities of a citywide enterprise Geographic Information System (GIS). This position is responsible for planning, organizing, directing, and coordinating the various activities of the City's GIS including departmental and cross-departmental software and applications, Internet-based strategies, budgeting, and resource requirements. The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned. Leads/coordinates business requirement input into GIS capabilities, functional and non-functional requirements based on industry best practices. Supervises, directs, and evaluates assigned staff; directs work; acts as a liaison between employees and management; and trains staff in operations, policies, and procedures. Consults with staff in City departments to coordinate business requirements and to evaluate areas in which further GIS applications or support might be utilized to accomplish their goals and objectives. Monitors changes in GIS applications regarding data collection equipment, standards, procedures and techniques, and implements standards for all elements of GIS. Collaborates with IT to improve GIS efficiency, reliability, and performance. Leads business transformation GIS solutions to next-generation environments and/or cross-functional systems. Acts as single point of contact for GIS-related business operational issues. Evaluates training needs and leads classroom training for city staff on GIS solutions. Prepares and administers required budgets; manages internal and external GIS operational projects; manages data content/quality for Public Works and may coordinate same for other departments, updates processes of existing enterprise data, and the archiving/removal of outdated data. Serves as user administrator for Public Works (may represent other departments as well) to grant/remove end user access to various GIS layers and GIS application functionality as supported through a GIS application-level dashboard. Maintains inventory of GPS equipment; manages and maintains a variety of mobile GPS data collection devices and equipment such as antennas and laser range finders; obtains quotes on new GPS equipment and makes decisions for purchase; deploys data to GPS equipment for GIS projects; downloads data from equipment on a scheduled basis; and assigns equipment to staff for internal data collection projects. Coordinates business requirements/specifications for the geographic systems to ensure overall system compatibility with other GIS functions and other applications Develops division operating policies, procedures, standards, quality control and data verification procedures, and operational data security methods complimenting IT electronic security Develops, maintains and/or enhances departmental data collection methodology, and data dictionary. Identifies data errors and makes modifications/corrections as appropriate coordinates bulk data updates with IT. Coordinates with IT to administer contracts for professional services, to include authorization to proceed, verification of deliverables, and payment authorization. Performs maintenance, including installation of hardware and software upgrades, and identification of errors, malfunctions, and deficiencies for peripherals supporting GIS locates Responsible for testing functional and non-functional deliverables to ensure business requirements are met. Develops and maintains hardware, software, and systems documentation and procedures regarding use of GIS peripherals. Additional functions may include: Performs other related duties as required. Performance aptitudes include: Data Utilization: Requires the ability to coordinate, manage, and/or correlate data. Human Interaction: Requires the ability to act as a first-line supervisor. Equipment, Machinery, Tools, and Materials Utilization: Requires the ability to operate and control equipment. Verbal Aptitude: Requires the ability to utilize consulting and advisory data. Mathematical Aptitude: Requires the ability to perform basic mathematical operations. Functional Reasoning: Requires the ability to apply principles of influence systems. Situational Reasoning: Requires the ability to exercise judgment and creativity. Minimum qualifications include: Bachelor's degree in Geography, Computer Science, Information Systems, or related field. Five (5) years progressively responsible experience in application of GIS programs and programming languages, data structures, relational database design, and GPS systems. Skilled experience in installation, configuring, troubleshooting, maintenance, and repair of hardware/software components. Experience in research and evaluation of state-of-the-art GIS systems, hardware and applications. Possession and maintenance of a valid Florida driver license, class "E" and a driving record which meets or exceeds minimum City driving standards.
