This position is located in the Office of the Undersecretary - Fiscal Services - Grants. This position is responsible for the tracking and reporting of active grants and related contracts in the Department. It is 100% grants administration duties. This is one of three positions dedicated to the grants program for the Department. The grants program is a complex program consisting of over twenty (20) grant projects from federal, state and private sources totaling over $14 million. An ideal candidate should possess the following competencies: Communicating Effectively: The ability to relay information correctly and appropriately to connect people and ideas. Following Policies and Procedures: The ability to comply with policies and procedures of the organization as well as State Civil Service rules, and all applicable federal and state laws. Making Accurate Judgments: The ability to form an opinion objectively and decisively based on relevant information and in accordance with established standards. Managing Budgets: The ability to be a good steward of state resources by effectively managing allocated funds. Solving Problems: The ability to discover solutions to problems. Using Data: The ability to use relevant and valid data to inform a recommendation for action. Minimum qualifications include three years of experience in contracts or grants management, procurement, financial management, or accounting; or six years of full-time work experience in any field; or a bachelor's degree. Experience substitution may apply. Job duties include reviewing, recommending, approving, and maintaining the ACCESS database records and electronic grants purchase log for tracking requests for purchase using knowledge of accounting general ledger codes and funding sources as well as approved grant budget categories. Additionally, the position involves auditing and posting travel expenses in accordance with current state travel regulations, ensuring travel authorizations, required receipts, and travel details have been properly documented for allowable reimbursement of traveler's expenses and claimed on the proper grant. Monthly reconciliation of obligations and grant expenditures among ACCESS database, electronic grant spreadsheets, and DOC's general ledger accounts for each open grant is also required. Position-specific details include probation or promotion of a permanent, classified Louisiana state employee. Career progression group is Contract/Grants Reviewer 1, 2, 3, or 4, filled at the highest level of experience of the selected applicant. Salary depends on level of experience.
